Le Secrétaire d'Etat aux Communications a appris par une communication de la Croix-Rouge de Nouméa a la Croix-Rouge française que les autorités dissidentes de Nouvelle-Calédonie seraient disposées a rapatriar certains de nos compatriotes et qu'elles auraient approché a ce sujet la Gouvernement américain. La Croix-Rouge française a demandé a la Croix-Rouge de Nouméa de lui fournir les noms de ces Français.

Veuillez en faisant état de ces informations solliciter l'(obligeante) entreprise du Gouvernement des E.U. afin de faciliter le retour dans la métropole des Français loyaux demeurant en NouvelleCalédonie. Si le Département d'Etat marque des dispositions favorables j'arrêterai immédiatement avec le Secrétairo d'Etat aux Communications une première liste des Français dont le rapatriement pourrait être tenté.

Dans un éditorial extrêmement hostile, le NEW YORK HERALD TRIBUNE prétend ce matin que si les relations du Gouvernement américain avec le Gouvernement français sont devenues meilleures depuis la mi-juillet, c'est que les E.U. ont employé à l'égard de Vichy la manière forte:- "Nous avons reconnu les territoires des Français Combattants, permis aux représentants gaullistes d'entrer au Département d'Etat la tête haute, reconnu les territoires des Français Libres de Saint-Pierre et Miquelon et nous sommes entrés en relations officielles à Londres, et pourtant la flotte française n'a pas été livrée aux Allemands. Au contraire nous avons voulu depuis deux ans apaiser Vichy. Le résultat a été de voir l'Indo-Cuine tomber aux mains des Japonais, la Syrie passer à la collaboration, (WEYGAND) mis à la retraite) et les (saux territoriales) françaises d'Afrique du Nord aider HOMMEL.

C'est une politique (3090) de fermeté et non d'apaisement qui peut seule maintenir Vichy dans le droit chemin". A la fin de cet éditorial, le NEW YORK HERALD TRIBUNE prenant prétexte d'une opinion exprimée par un journal technique du Département de la Marine, prétend que l'importance de la flotte française a été fort exagérée et que la crainte de voir les navires de guerre français tomber dans les mains des Allemands ne suffit pas à expliquer le désir du Gouvernement américain de rester aussi patient dans les affaires de la France.

Le chef du parti socialiste américain, M. NORMAN
THOMAS, a adressé hier une lettre ouverte au Président RUSSEVELT signée par lui-meme et par 16 personnes appartenant aux partis de gauche pour lui demander "d'utiliser tout son pouvoir et toute (son) influence d'accord avec les Gouvernements chinois et russe pour terminer la crise actuelle aux Indes, et arriver à un accord satisfaisant, assurant la collaboration entre les Indes et les Nations Unies.

Le message de M. THOMAS demande aussi au Président de ne pas utiliser ni directement ni indirectement les troupes américaines contre la population locale des Indes. M. THOMAS a été reçu dans la journée par le Secrétaire d'Etat (3092) et il déclare aux journalistes à sa sortie que "le Gouvernement des E.U. avait indiqué clairement au Gouvernement britannique et aux représentants de GANDHI qu'il désirait vivement voir les deux partis arriver à un accord. "
