I. De nombreux communiqués d'origine diverses ont exposé les événements survenus à Toulon 27 novembre d'une manière souvent inexacte et parfois complètement fausse. La vérité sur ces événements se trouve incluse dans une rectification de communiqué de presse qui a paru en France ce matin, dimanche, et dont je vous donne texte ci-après:

(11854) II. "A propos des circonstances dans lesquelles s'est produit le sabordement de la flotte française à Toulon, l'Amirauté communique:

Des instructions générales antérieures, remontant à l'armistice, avaient été données aux chefs de la marine de sabordier leurs bâtiments plutôt que de les laisser occuper par quelque force étrangère que ce soit.

(11855) Quand les sous-secrétaires d'État à la guerre et à la marine se réunirent dans le cabinet du Chef du Gouvernement, tardivement prévus pour prendre connaissance de la décision du Gouvernement allemand au sujet de l'occupation de Toulon et de l'immobilisation de la flotte, l'arsenal commençait à être occupé et le commandement maritime à terre était déjà isolé.

(11856) L'amiral ABRIAL, ignorant encore ces faits, chercha aussitôt à entrer en communication avec les autorités locales, mais ne put entrer en rapports qu'avec l'officier de service à la préfecture maritime. Déjà des incidents s'étaient produits et les bâtiments de la flotte se sabordaient, (11857) la marine obéissait ainsi, selon ses traditions, aux ordres permanents qu'elle avait reçus."

III. En fait, on peut dire que tous bâtiments de guerre français présents à Toulon se sont sabordés et sont coulés ou inutilisables. Les pertes humaines de notre marine se limitent à cinq tués et vingt-huit blessés (11858). Il n'y a aucune perte dans la population civile, et toutes questions de commandement mises à part, l'état actuel du port et de la ville de Toulon est comparable à celui d'un port et d'une ville de la zone occupée.

IV. Tous les communiqués de presse qui ont pu vous être donnés sur l'importance des forces navales de Toulon passées en dissidence sont inexactes (11859). Le nombre des bâtiments de guerre qui ont quitté
