Les autorités allemandes avaient promis de respecter
Toulon. Cependant, à la suite de la rébellion de l'amiral DANLAR,
la position de la France devient incertaine. Pour assurer la défense
de l'Europe, l'Allemagne s'est vue obligée d'occuper Toulon en dépit
de sa promesse, et, de plus, de démobiliser l'armée française. Il
n'est pas (à) douter que les puissances de l'Axe ne pouvaient agir
autrement. Cependant, il faut noter que PETAIR se trouve dans une
situation encore plus difficile désormais. HITLER devrait expliquer
les raisons qui l'ont poussé à agir. Il a affirmé que l'administration
était prête à reconquérir son empire et à recruter une armée favorable
au Gouvernement. Il faut donc que les Français comprennent les
efforts et la pensée des autorités allemandes.

Cependant, il faut aussi (254/5) noter que les circonstances
n'ont pas permis jusqu'ici au Gouvernement de Vichy d'établir sa
position. Maintenant, (groupe omittest) l'armée française soit
désarmée, l'Axe aura toujours des inquiétudes sur ses dernières, au
cours de la grande bataille qui va se dérouler en Afrique, à moins que
l'on ne cherche à améliorer la position de Vichy. Si l'Axe veut
s'assurer une position favorable pour la poursuite de la guerre, il
faut d'abord qu'il fasse honneur à ses engagements envers la France.
Il faut qu'il respecte dans toute la mesure possible la souveraineté
de la France et lui restituer, aussitôt, son intégrité territoriale.
Une nation peut reconnaître franchement qu'elle a été vaincue, mais
elle insistera toujours sur sa propre indépendance et sur son intégrité
territoriale, et c'est sur ce point que des responsabilités incombent
au Gouvernement allemand.

I. Le CANTON a heurté une mine le 30 novembre
à 15 heures locales au point de latitude 11 degrés 6 minutes
nord, longitude 108 degrés, 46 minutes est, Greenwich, a coulé
aussitôt. Equipage recueilli par le MANNE, qui assurait escorte,
deux marins indochinois disparus. Hydravions japonais survolant
parages ont découvert nombreuses mines dans la zone côtière de
Padaran &amp; Pointe Réga. (5085) La marine japonaise décide
entreprendre déblaiement auquel je compte faire concourir PI(UE),
TTCI et ASTROLARE.

II. LE GOUVERNEUR GENERAL MAURICE LONG a été
mitraillé le 29 novembre après-midi au mouillage de Campha lors de
l'attaque de ce port par avions sino-américains. Aucune victime,
dégâts matériels insignifiants. LE GOUVERNEUR GENERAL MAURICE
LONG sera prêt à reprendre la mer le 2 décembre.
