"La Presse" has been manifesting recently a critical attitude towards the development of Franco-German relations. Making it appear to come from the United States, the paper is ceaselessly alluding to the complete rupture between Washington and Vichy while --- --- To-day the papers publish a report from the French government stating that Franco-German relations remain unchanged. In fact the (sources of information ?) in France succeed only in producing a state of uncertainty and make General Weygand appear as a political personality.

Always announced as from (Vichy ?), the English-language press persists in giving a hostile publicity to the speeches of Marshal Petain. A second-rate Montreal paper uses the title "The gray-beard of Vichy who takes orders from (Hitler ?)". More important is an article with the title "France's New Order". Nevertheless, some do point out the manner in which (the consequences ?) of this rupture have affected France, where these declarations are treated as having

(we were assured ?) that then our guarantee of security would be renewed and the essential independence of the administration preserved. There is a close analogy between the situation in Indo-China and that in Palestine and Syria. France has been subjected in (Europe also ?) to an ignominious trampling upon her rights. Disposed to (yield ?) to a relatively large extent, (the time came ?) when it became impossible to avoid the necessity of resisting attack. Things reached this point in the east because of the disparity between our forces ----- and those of Japan.

Alone in suffering the consequences of these defeats, our country is still alone, and has suffered hopelessly with the extension of her difficulties for the past month.

Informed by the commander of her armies that she was defeated, France remains none the less in control of her Empire. Undoubtedly, Indo-China has had to submit to the power of those international forces which

              <text>The question (remained of determining the control ?) of certain independent territories which formed a part of the colony. It was necessary (to discuss ?) with Washington (the disposal ?) of war materials bought in the United States and allowed to pass through the British blockade. The struggle by our forces on land, on sea and in the air could no longer continue, and the government was forced to accept the authority of Japan in January 1941.

Our yielding did nothing but encourage (Japan in her demands ?). By spring, feelings were at such a pitch in the territories that a general conflict threatened. As a result, on July 14, Japan demanded that we ---------.

The plan which Admiral Leahy took to France to discuss with Admiral Darlan suggested that our government "stall for time", proving once more that Washington had decided to keep out of (the dispute ?). Thus, cast on our own resources, (we had to submit ?). ------if we had refused to come to a decision concerning our ability to resist, orders would have been given to land troops in Indo-China before the end of the month.

The recent agreements signed by the Japanese Minister KATO concerning Indo-China have evoked considerable international comment. These explanations will enable you to appreciate the value of the accord. They have been delayed owing to the uncertainties of the internal situation in France.

France has (endeavoured ?) to protect Indo-China against the dangers to which the country has been exposed since June 1940. (We thought ?) that the control of our possessions would be of interest to the United States, but they seemed preoccupied and did nothing at all. On August 21, 1940, I took the opportunity of arranging an interview with Mr. SUMNER WELLES in Washington. He evaded the issue but recognized, none the less, that your country is not in a position to resist alone the pressure put upon her. This reception was discouraging. Such are the reasons for our being unable to retain our rights in Indo-China, to resist the landing of soldiers on our (air fields ?), and the docking of ships in several of our ports.</text>
