Message No. 394.

I am sending today by air mail a list of the credits which will be necessary for the support of our posts in 1942. Those for intermediaries (auxiliaries), money for subscriptions (abonnement) and costs of couriers show (an increase ?), as well as those for travelling expenses which only include trips to Montreal, Quebec and Toronto, since circumstances make it essential (to keep a close contact ?) between the location and our agents. I would imagine that the cost of travelling back and forth as far as Winnipeg and Vancouver would amount to about (500,000 ?) francs. Against all this however our income from real estate particularly amounts to ---. I am asking for --- francs from the United States.

Please request a British visa for the French consul at Quebec who is leaving his post shortly. The authority to deliver such a visa has not been received in Ottawa, and I would be grateful if you would inform the embassy of the requests made here concerning the matter. Perhaps M. BORNAFOUS can get it in Washington.

Conforming with the arrangements made
for November 11 last year, although the day is a
national fete it will not be a holiday this year,
and it would be suitable to arrange that it have
a character of remembrance and to organize ceremonies
in memory of the dead of two wars.

Pass on this message to the consuls.

The State Department tells us that unforeseen circumstances have led to an (overcrowding ?) of the Clipper and in consequence American Airways say that they will be obliged to delay the departure of certain of the passengers who have already reserved their places, in particular M. (GAHU ?) who was to leave on December 4. It is impossible to say definitely when he and those with him can be accommodated.

Unless their departure is otherwise arranged I propose that they make reservations on the Exeter which sails from Lisbon on November 28.

HENRY HAYE.
