              <text>SRBMN. I also drew his attention, in passing, to the fact that when the agreement was made in April 1941 the U. S. were still non-belligerent and we could inform Admiral LEAHY of the movements of the DUNQUEIQUE without any risk, but since the entry of America into the war as an ally of Great Britain such information could not be given without danger to the ship or embarrassment to the U. S.

I raised the question of the articles which have recently appeared in the American press suggesting that the Allied fleets should repeat in ... a "Pearl Harbour" or "Merelke ..." ... ... such an attack can be launched.

In spite of these arguments M. HULL retains his point of view that our conduct has been contrary to our pledged word.

With reference to the argument contained in the note presented on March 2 to the American ambassador, the State Department insists on considering that the undertaking made by the French Government on April 8, 1941, was unconditional and M. GORDELL HULL S. Welles considers the arguments advanced to justify the moving of the DUNQUERQUE as beside the point.

I told him that he could see clearly from the correspondence addressed to me by Your Excellency that the holding of the DUNQUERQUE at Oran appeared to be closely associated with the carrying out of the conditions 'of supply' which had not been fulfilled, and I added that my grave anxieties, which I have had ever since February 27 (see my telegram No. 806.) have been confirmed by the recent sinking of the

protest against the procedure employed by the U.S.
government who considered themselves authorised to
... the occupation by dissident elements without having
previously made clear their intentions to the French
government.

With a certain emphasis the Secretary of State
said that the intentions of the United States had been
already clearly expressed:- "to return to France the
possession of her empire and eventually to demand the
return of those parts which had been taken from her."
"Our action in ... ..., he said, is justified by
our fears of seeing the French islands in the South
Pacific fall into Japanese hands with the ... agreement of Admir
of Admiral de COUX. We cannot, under the extremely
difficult circumstances of this theatre of war, assume
such a risk and the attitude taken by those whom you call
dissidents, and we Americans think of only as Frenchman,
has no other signification.

Your telegrams 610-11, 612-14 and 617. I have made quite clear to M. CORDELL HULL the concern of my government over the publication of the note which he gave to the press on March 2, pointing out the position taken by the government of the United States with reference to the dissidents who are now in control of our possessions in the Pacific.

I told him that this new altitude was strongly objected to by Your Excellency.

M. CORDELL HULL told me that all the reports originating in London referring to his declaration of March 2 are incorrect. Amongst other things he contradicted the statement that there was any financial agreement between the Consul-General of ... and the local dissident authorities (Your telegram 612). He made it clear that the words of his announcement "to the exclusion of any other French authorities" signified that the

Frenchmen and no Frenchman can fail to become hostile when it is announced that "the city of light" has been bombed. The British bombing can (only?) result in changing their friendly feelings towards those who still think much of France. The repercussions of this bombing could (harm?) the morale of those French forces in Africa."

In a similar vein another article in the same paper says:- With the (blow?) struck by Britain at PETAIN and his policy of resistance to the Axis, the Marshal would seem ... ... to be justified ... ... ... against England ... the last obstacle to the complete collaboration of Vichy and Berlin will have been removed. We would have expected that London would have hesitated before plunging into this crisis.

This morning ... a news commentator speaking from a local (Washington?) station said that he "remained unconvinced that this British bombing had not been done more ... ... with a view to injuring the central powers than the Paris region."
