Les établissements mettant en œuvre ce programme sont maintenant au nombre de 110 mille et comprennent plus de 25 millions d'ouvriers.

En juillet, environ 18 millions d'ouvriers ont autorisé la (levée) de près de 200 millions de dollars de (taxes) pour l'achat de titres d'(épargne) de guerre.

## VI. Situation financière

D'autre part les aspects de la situation financière ne sont pas aussi favorables. (3066) Dans un message à la commission des finances du Sénat du 23 juillet, M. MORGENTINI a dû insister sur la nécessité d'accorder à la Trésorerie les 5 milliards 700 millions d'impôts nouveaux demandés, sur lesquels le Comité des Voies et Moyens de la Chambre des Représentants n'a accordé que 5 milliards 300 millions. Il y a lieu de noter à cet égard que le ... des E.U. a manifesté son inquiétude sur la conséquence du programme d'impôts nouveaux qui risque de (mobiliser) tout le système des entreprises privées. Il est douteux que le vote des impôts nécessaires soit consenti avant les élections. Si le Congrès se met d'accord sur un projet d'(accomplir) la (....), ce dernier devra certainement être complété aussi (tôt) après les élections. (3067-3068-3069)

Les nombreux commentaires de presse relatifs à la visite à Moscou de M. GUYNCHILL insistent sur le caractère pratique des décisions qui y ont été prises. Les possibilités de l'ouverture d'un second front auraient été à nouveau examinées. (Les journaux se réjouissent en outre de ce que la Russie se soit décidée à lutter jusqu'au bout en dépit de ses revers. De telles assurances sont de nature à relever le moral des Nations-Unies, évidemment atteint ces derniers temps par les défaites soviétiques.)

Je me permets d'insister pour obtenir la réponse à mon telègramme 351 diplomatie 397 du 2 mai, confirmé sous le no: 437 diplomatie 501 du 4 juin et 519 diplomatie 619 du 6 juillet.

Je vous serais obligé de bien vouloir à cette occasion me faire savoir si les courriers par bateau vous parviennent assez régulièrement pour qu'il soit possible de reprendre l'expédition des pièces justificatives des années 1940 et 1941.

Dans l'affirmative je vous demand(er)ais de m'indiquer celles dont l'envoi serait le plus urgent.
