Des bâtiments de pêche frangais pratiquant la pêche au thon sur la côte ouest de France sont rentré au port le 12 août ayant été l'objet d'attaques à l'(improviste) de la part d'avions britanniques.

Deux thoniers de Concarneau ont été attaqués et ont ramené un blessé. Trois thoniers de Lorient ont perdu un tué. Huit bateaux d'Etel ont eu 2 tués et 3 blessés. Plusieurs autres bateaux, bien que n'ayant eu aucune perle, ont été atteints par des (balles) de (mitralleuse). La protestation la plus énergique a été immédiatement élevée par le Gouvernement frangais contre ces inqualifiables (attentats).

Je vous envele sous le no. $1602^{\circ}$ le texte d'un communiqué que je donne à la presse cet après-midi au sujet d'une a ression dont une vingtaine de bâtiments de pêche bretons viennent d'âtre victimes de la part d'avions britanniques.

J'ai prié notre Ambassadeur (A) Madrid de se rendre auprès de son collègue anglais et de lui remettre à propos de cette affaire une note de protestation rédigée dans les termes les plus énergiques. A ce propos j'ai donné pour instructions à M. PISTRI de rappeler que le Gouvernement français a déjà eu à se contenter à maintes reprises d'attaques de ce genre, et de souligner le caractère (innumain) de cette agression (1601) à laquelle les avions britanniques se lrivrent sans qu'aucune considération militaire puisse les justifier, contre des gens sans défense dont l'activité n'a d'autres objets que d'assurer leur gagne-pain et le ravitaillement de la population.

Je vous serais obligé d'attirer l'attention du Département d'Etat sur cet inqualifiable attentat et de lui demander d'intervenir auprès du Gouvernement britannique pour que ce dernier donne ordre aux pilotes de la R.A.P. de renoncer désormais à cette inutile et (cruelle) initiative.

D'après un communiqué du Département d'Etat donné par le U.P. les forces amóricaines aux Indes ont reçu instruction "d'éviter avec soin la moindre participation aux problèmes de politique intérieure de l'Inde". Le communiqué indique que des forces amóricaines sont aux Indes à faire la guerre contre les puissances de l'Axe et en particulier pour aider la Chine. En cas de troubles intórieure les forces amóricaines doivent se borner à prendre des mesures défensives pour assurer leur sécurité ainsi que celle des Amóricains, du matériel et de l'équipement amóricains se trouvant aux Indes.

Il n'a pas cessé depuis l'armistice de donner des preuves de son attachement à la France et de sa compréhension active pour l'oeuvre du Gouvernement.

Les résultats des (élections primaires) pour le renouvellement partiel du Congrès sont largement commentés dans la presse de ce matin. L'un des traits essentiels de cette consultation populaire paraît être (3002) l'unanimité de l'anathème porté par l'administration contre ceux qui avant Pearl Harbour n'approuvaient pas la politique étrangère de M. ROOSEVELT.

Le fait le plus (significatif) est la majorité obtenue par le représentant HAMILTON FISH &amp; New-York. Ce (candidat), qui a fait (récemment) figure de chef (des) isolationistes, a (triomphe) de l'opposition (rassemblée contre lui). En (dépit) des actions de membres de son propre parti comme messieurs WILLKIE et DENEY et de celle plus ... mais non moins active de (3003) M. ROOSEVELT, le représentant républicain de New-York a pris une très large avance sur tous ses (adversaires). Le seul représentant communiste du Congrès, M. MARCAN (TONI), a également toutes les chances d'être réélu en novembre. En Virginie, la réélection certaine du représentant (SM)ITH est considérée par les organes conservateurs comme un très grand succès contre les leaders (syndicalistes). M. (SM)ITH avait en effet pris nettement parti contre les mineurs ... lors des récents débats au Congrès sur les grèves et les problèmes ouvriers.
