A sa conférence de presse d'hier, le Président ROOSEVELT a laissé prévoir de nouvelles restrictions pour le consommateur américain s'appliquant principalement aux rations alimentaires. M. ROOSEVELT a cité en particulier le manque de viande dans certaines régions des E.U. et l'a expliqué par les besoins de l'armée et les difficultés de transport. Il a souligné aussi que la production de sucre et de l'eau en Louisiane et dans le Texas était nettement inférieure aux besoins des consommateurs et que ce (déficit) ne pourrait être (compensé) par les apports des (Antilles), de Cuba, et de Porto-Rico, à cause de la guerre dans les Caraïbes et le manque de bateaux marchands.

Enfin M. ROOSEVELT a demandé à la population de participer avec un peu plus de coeur aux campagnes de récupérer du caoutchouc et des débris d'acier qui (2879) n'ont pas à l'heure actuelle donné les résultats attendus.

Cet avertissement donné par le Chef d'état fait suite à la campagne de presse qui souligne que malgré l'optimisme exagéré au début de la guerre, les ressources des E.U. en aliments et surtout en matières premières ne sont pas inopulsables.

Lors de l'arrivée récente à Lisbonne des deux bateaux "NER..." et "HELENE KULUKUNDIS", porteurs de cargaisons de conserves de viande à destination de nos prisonniers de guerre, le représentant du C.I.C.R. à Lisbonne a constaté au débarquement la fragilité des caisses d'emballage dont le bois est insuffisamment résistant, le cerclage et clouage ...

Il demande, pour éviter les nombreuses pertes et détériorations, que des mesures soient prises pour que les envols subséquents soient plus (solidement) conditionnés.

Je serais reconnaissant à V.E. de le signaler à la Croix Rouge américaine en vue d'améliorations possibles à apporter aux emballages.

Mme HALE a été bien connue dans l'autre guerre par le Maréchal FETAIN, alors qu'elle servait comme .... anglaise, sous le nom de KATHLEEN BURKE. Elle possède une lettre personnelle du Marechal, lui (2870) adressant des remerciements chaleureux pour l'oeuvre ... accomplie.

Quant a M. GIRARD VAN BARKALOO HALE, il est titulairo de la Croix de Guerre française avec deux citations qui relarent sa (meritante) conduite pendant les hostilités 1914-1918.

Mme JULES HENRY a quitté les E.U. pour Brésil, d'où elle (espère) pouvoir repartir directement pour la France. Pendant son séjour (ici), Mme HENRY s'est efforcée d'utiliser les excellents souvenirs laissés par son mari aux E.U., en vue d'obtenir une aide particulièrement destinée aux enfants de la France, notamment des chaussures et une certaine quantité d'insuline. (Gependank) Mme HENRY n'a pas échappé à l'atmosphère de méfiance qui existe actuellement dans ce pays à l'égard des Français restés loyaux au Gouvernement. Elle a été l'objet, comme quantité d'autres, d'insinuations attribuant à sa présence aux E.U. un caractère (2868) (ombrageux). Elle n'a pu enregistrer que de vagues promesses en ce qui concerne l'envoi de chaussures d'enfants, mais Mme HENRY espère qu'un navicert sera accordé pour une expédition d'insuline d'une valeur d'environ mille dollars donnés à cet effet par W. ARTHUR SAKS, Américain ami de la France.

Mme JULES HENRY m'a prié de faire connaître ce qui précède au Département, en lui exprimant sa reconnaissance pour les facilités qui lui ont été accordées pour son voyage.

Des commentaires de plus en plus nombreux continuent a paraitre dans la presse concernant les possibilités d'un second front.

La tendance générale est, depuis quelques jours, de souligner plutôt les difficultés de l'opération, et de prévoir que l'ouverture de ce front pourrait être avancée à une période plus (éloignée). Dans le NES-YORK TIMES, Mme MacCORMICK écrit:- "Les Gouvernements anglais et américain semblent chercher à mettre une terminaison à cette discussion interminable. Ils sont si impressionnée par l'étendue des renfoncements élevés par les Allemands sur la côte française qu'ils ne considèrent plus les rivages du Pas de Calais et les Pays Bas comme une place possible de débarquement? De même M. BROWN dans le STAR estime qu'un débarquement en Europe occidental ne (viendrait) nullement en aide à la cause russe. "L'opinion est unanime dans les carcles militaires (2861) que la victoire finale pourrait être mise en danger si nous tentons une invasion de l'Europe avant d'être certains du succès.
