Le directeur des affaires d'Asie au Département d'Etat, interrogé par un de mes collègues dit qu'il n'était nullement au courant de l'ouverture prochaine de négociations entre le Gouvernement chinois d'une part et les Gouvernements britannique et américain d'autre part pour la suppression du privilège d'(extra-)territor(ialité) en Chine.
La position officielle du Gouvernement américain à ce propos a été fixée dans une lettre adressée le 31 mai 1:41 par le Secrétaire d'Etat à N. QUO TAL CHI, Ministre des Affaires étrangères de Chine à cette i.. lors du passage de celui-ci à Washington. Le Secrétaire d'Etat déclare:- "Il va sans dire que le Gouvernement des E.U., désireux de satisfaire les ... de la Chine au ... rajustement de certaines anomalies dans ses relations internationales (2818) entend aussitôt que le retour de la paix le permettra procéder à des négociations qui devaient aboutir à un accord avec le Gouvernement chinois pour l'abandon des derniers de certains droits d'un caractère spécial que les E.U. ainsi que d'autres puissances possèdent depuis longtemps en Chine en vertu des accords qui leur donnent une anti-... territorial et certains autres privilèges." La suppression du privilège d'(extra-) territorialité en territoire chinois fait donc l'objet d'une promesse formelle de la part des E.U. à l'égard du Gouvernement du général CHIANG KAI-SHEK.
