Notre délégation à San-Francisco me signale que l'invitation adressée à l'Argentine par la conférence n'a pas été sans soulever une certaine opposition dans une partie de la presse américaine et de l'anxiété dans les milieux officiels. Deux raisons principales ont déterminé l'attitude du Gouvernement américain.

I. La crainte d'une opposition des puissances sud-américaines à l'admission de la Russie-Blanche et de l'Ukraine si la conférence avait adopté la position de M. MOLOTOV à l'égard de l'Argentine.

La nouvelle de la capitulation de l'Allemagne
n'a été connue à Moscou que par la radio anglaise dans
l'après-midi du 7 courant. Par contre la radio soviétique
n'en a pas parlé, et les salves d'artillerie tirées dans la
soirée ont été consacrées à la seule prise de Breslau sans
plus.

La presse de ce matin observe le silence total
sur l'événement et la (1827) ville de Moscou conserve sa
physionomie des jours ordinaires. Il n'y a nulle part de
drapesux. Il est bien question d'une proclamation de ...
... (qui) n'a pas été encore diffusée. En définitive, tout
se (voit) comme si rien d'important ne s'était produit.

On allègue pour expliquer le mutisme du Kremlin, le
fait que les forces allemandes de Bohême ont refusé de cesser
les hostilités et continuent la lutte.

D'autre part il m'a été assuré de bonne source
que les Soviétiques se montreraient mécontents de ce que la
capitulation ait été reçue dans l'ouest et non pas à Berlin.

Au cours de la séance d'hier du comité d'orientation M. MOLOTOV a fait remarquer qu'il suffirait à une puissance quelconque de se faire appuyer par les vingt-et-un républiques américaines, les Iles Philippines et le Libéria pour disposer d'une majorité.

Bien que cette remarque ait seulement été faite d'une manière incidentelle, j'ai tout lieu de penser qu'elle correspond à une préoccupation sérieuse de la délégation russe et qu'elle inspirera de prochaines propositions de la part de celle-ci.

Il n'est même pas impossible que ce soit en partie pour faire cette démonstration que M. MOLOTOV ait insisté pour qu'il soit procédé à un vote public sur la question de l'Argentine. La ... ainsi mise en évidence par le représentant soviétique me paraît de nature à nous inspirer les mêmes réflexions qu'à M. MOLOTOV, bien que nous bénéficions auprès des puissances sud-américaines de sympathies qui ne vont pas à l'U.R.S.S.

M. VITAL BAGGE, Ministre suédois a tokio qui rentre définitivement a Stockholm, est venu me voir en traversant (Moscou) pour s'acquitter de divers messages verbaue dont il avait été chargé par M. HENRI COSMF et par le Baron PAIN.

Certains de ces messages se référaient a un mémoire justificatif dont je connais l'existence et non le texte, rédigé conjointement par MM. DE BOISANGER, DE MARGERIE et PAIN, adressé l'automne dernier au Gouvernement (1746) et laissé sans réponse. Mon interlocuteur s'est borné a me les tranmettre en se défendant de les apprécier. Je lui ai répondu de mon côté que je n'étais pas au fait, et que je vous salairais de cette démarche.

Les autres communications avaient trait a la précarité de la situation de l'ancien personnel diplomatique de Vjohy, qui est privé de ressources et qui sans otre interné est strictement isolé, et de façon générale, a l'état de dénuement de nos autres nationaux, ainsi qu'aux (remainder of 1746 and 1747 unreadable)
(1746) un fait parait certain, c'est qu'alors que le Japon se prêterait a une paix de compromis, il n'accepterait pas une reddition sans conditions, même si l'archipel était invahi. L'honneur japonais qui est vive l'interdit. Du rest, on pense a Tokio que si les tles étaient occupées, les armées de Mandchourie qui sont fortes et approvisionnées pour une longue durée, et pour l'entretien desquelles les Japonais ne ménagent pas les sacrifices continueraient la lutte. Les alliés se trouveraient par suite placés devant (remainder unreadable) ${ }^{2}$.
