en date du 6 juin et qui m'est parvenu le 8 juillet,
le Secrétaire d'Etat m'a fait savoir que les autori-
tés navales des E.U. annoncent qu'à (partir du) 26
juin une zone côtière de 20 milles dangereuse pour la
navigation serait établie tout le long de la côte de
l'Alaska à l'ouest du (cent) quarante-quatrième degré
de longitude ouest. La zone dangereuse comprend éga-
lement les passages entre toutes les îles américaines
dans les eaux de l'Alaska et une zone de 20 milles à
ces îles. Tous les navires doivent s'abstenir d'entrer dans
cette zone sauf sous la direction et le contrôle des au-
torités navales américaines.

Le Gouvernement des E.U. sait que le Gouvernement français à la légitime préoccupation non seulement de maintenir le pavillon français sur les navires des son escadrille d'Alexandrie comme sur tous les navires de sa flotte (1401) de guerre, mais aussi d'en assurer discrètement la protection. Il sait également que son raire aux (rumeurs) si souvent répandues en Amérique, le Gouvernement français n'a jamais livré, ni tenté de livrer aucun de ses bateaux de guerre à des puissances étrangères.
Le Gouvernement des E.U. qui a été informé de la décision prise par les Gouvernements allemands et italiens, en application des conventions d'armistice, ne peut soutenir que nos navires se trouvant à Alexandrie, sont exposés à "tomber entre les mains des forces militaires ou navales allemandes ou italiennes". Le ... autant que la précision des réponses allemandes et italiennes ne devait par permettre au Gouvernement des E.U. d'adopter une (1402) telle attitude offensante vis-à-vis du Gouvernement français.
Si le Gouvernement des E.U. était, comme (il) le prétend, désireux de protéger les intérêts (de la) marine française, il n'aurait pas refusé mais il aurait au contraire facilité l'appareillage de nos navires d'Alexandrie vers un port français. Le Gouvernement des E.U. en demandant que nos navires de guerre soient dirigés vers un port américain "d'... sur" ... une prétention qui est nettement incompatible avec l'obligation qui résulte pour la France des conventions d'armistice. Le Gouvernement des E.C., enfin, en formulant une telle exigence porte atteinte à l'honneur de la France. Le Gouvernement français ne peut laisser mettre en doute sa parole au moment où il (1403) renouvelle sa résolution de maintenir sous le pavillon français... ses navires de guerre. Le Gouvernement des E.C. ait les traditions d'honneur de la marine française qui entend assurer seule la protection raisonnable (des) navires que la nation lui a confiés.
Le Gouvernement français remarque que le Gouvernement américain déclare considérer comme justifiée la destruction des navires français à la fin du 1er siècle, qui (refuse) relent de se soumettre aux (ordres) des forces britanniques.
Le Gouvernement français tient à marquer une fois de plus l'extrême gravité des conséquences qu'entrainera tout acte de violence exercé à la fin du 1er siècle... contre les forces navales françaises.
Il remarque avec peine que le Président ROOSEVELT ne (1404) craint pas de s'associer par avance aux lourdes responsabilités de ceux qui, au moins par la nature, envisagent une action... contre une escadrille désarmée.
Une nouvelle ... , venant après celle de Mers-el-Kebir devrait au contraire (pénétrer) (finale)ment dans la conscience du peuple américain.

Les Minist8ros de la Guerre et de la Marine ont fait lire hier aux rapporteurs dans les unités de l'armée et de la flotte américaine un ordre da jour communiquant que "les forces armées américaines combattraient aux eotés des chinois pour expulser l'agresseur et libérer la totalité du territoire chinois." C'est la première fois, fait-on observer ici, qu'un ordre du jour, ayant un tel caractere politique a été ainsi lu aux troupes américaines depuis l'(6poque) de Washington.
(2644) Le correspondant du NEN YORK HERALD TRIBUNE note a cette occasion: "Ce...n'a pas eu seulement pour but d'exprimer l'admiration américaine pour la résistance chinoise, mais aussi d'... les Chinois qui, a en juger par la déclaration faite hier par le général chinois actuellement aux E.U., disent que leur pays est a la veille de l'(6puisement) et risque de ne pas pouvoir continuer longtemps la lutte".
