Je vous transmets par la valise une lettre de M. GUERIN DE BEAUMONT rendant compte d'un entretien qu'il a eu avec le professeur ROUGIER (votre tól. 1920-21). Ce dernier, que j'ai également vu, a pris prétexte d'un article du New York Times au sujet de l'instruction ouverte contre M. FLANDIN pour demander ces entrevues. Il déclare qu'il est tenu d'apporter son témoignage à l'occasion (1930) de ce procès et demande à la faire sans quitter le territoire des Etats-Unis. Il est possible d'autre part, que tout en prétendant observer la discrétion la plus rigoureuse, le professeur ROUGIER qui a mis un assez grand nombre de gens au courant de ses "révélations" songe à publier un livre au Canada. Son crédit dans les milieux officiels est des plus minces.

M. PARTEAU qui vient seulement de rentrer à Addis-Abeba me confirme que, lorsqu'il était à Djibouti, le Colonel GOLLYIE lui a effectivement présenté par écrit la demande à laquelle se réfère votre télégraphe 158. Il lui a en même temps laissé entrevoir à titre personnel que le maintien de l'administration militaire britannique n'étant plus motivé par la nécessité de la guerre, le Gouvernement britannique penserait par dérogation à l'article 5 du traité du 19 décembre 1944 à notifier au Négus son intention d'abandonner l'exploitation de la section éthiopienne dans un délai de trois (4414) mois à partir d'une date qui pourrait être le 1er juillet.

D'autre part, pour masquer l'insuffisance croissante de leurs installations, les Anglais paraissent avoir cherché à répandre la thèse que leurs difficultés étaient dues en grande partie à un freinage du trafic en CFS et que la compagnie française déjà débauchée, selon eux, sur son propre secteur, serait à plus forte raison incapable de reprendre la section éthiopienne. En vérité la BNA semble se trouver à la veille d'une situation techniquement inextricable et il est (4415) permis de penser qu'elle cherche à dégager ses responsabilités le plus rapidement possible. Enfin, on annonce l'arrivée à Addis-Abeba d'un nombreux personnel de la WHITE CORPORATION. Le Ministre des États-Unis que j'ai interrogé à ce sujet m'a affirmé que ces techniciens venaient en Éthiopie pour y étudier divers travaux (barrages, routes, ponts etc.) mais que rien n'était changé au désir de l'Empereur de voir notre compagnie prendre directement la succession de l'administration militaire britannique.

Or, l'attaché commercial américain m'a déclaré avanthier qu'il ignorait encore si cette société avait ou non accepté d'entreprendre l'exploitation de la section éthiopienne mais qu'à sa connaissance elle ne s'intéressait à aucun autre genre de travail public en Éthiopie. M. (4416) BURD m'a dit que son
