A sa conférence de presse d'hier, W. CORDELL MULL a refusé de faire connaître l'opinion du Gouvernement américain sur la décision de l'Argentine d'envoyer désormais ses navires à la Nouvelle Orléans au lieu de New-York et de considérer comme (clos) l'incident du "RTO TERCERO".
La presse signale que l'Ambassadeur américain à Buenos Aires a été rappelé à Washington en consultation mais le Département d'Etat a fait savoir qu'il s'agissait d'un des voyages périodiques que fait aux E.U. M. ARMOUR.
La plupart des journaux ne manifestent pas la même réserve et notent que l'Argentine cherche à adopter la politique de neutralité complète qui était l'idéal de l'Amérique en septembre (1939) mais (qu'il n'a pu suivre longtemps).
Les commentaires les plus violents (2854) sont ceux du WASHINGTON POST qui écrit ce matin: "Ce n'est pas un spectacle plaisant de voir l'Argentine se mettre à genoux devant les ennemis de l'humanité au lieu de joindre dans la lutte des autres républiques américaines." De même le PHILADELPHIA INQUIRER: "Le président CASTILLO a mis le fier peuple de l'Argentine dans une situation objecte. Il a capitulé devant ATTLER. Il a fait de son pays le satellite de l'Ame. Nous espérons que W. CASTILLO reviendra au sens commun avant qu'il ne soit trop tard."

conversations relatives à revitaliser produits pétroliers A.F.R.
(SURNER WELLES) indique qu'il espère CONSEIL NUCL très peu de jours
recevra confirmation des assurances satisfaisantes déjà données... par
le Gouvernement français. Dans ces conditions, il a été déclaré
qu'il y a intérêt à ce que le Gouvernement français fasse connaître
le plus tôt possible au Gouvernement américain les noms des deux
pétroliers qu'il propose affecter à ce service, ainsi que la date
approximative à laquelle ceux-ci peuvent être mis en mouvement. Le
premier tanker ne pourrait (transporter), comme je vous l'ai laissé
prévoir (2658) dans mon télégramme 2481, qu'une cargaison de kerosene.
J'ai fait observer au Département d'Etat qu'étant donné
l'urgence des besoins en pétrole lampant bien connus des services
consulaires américains en Afrique du Nord, nous ... que le Gouvernement
français demanderait sans doute à ce que ce premier tanker (navigue)
directement à Casablanca pour y décharger sa cargaison.
Je serais reconnaissant à V.E. de bien vouloir me faire
tenir le plus tôt possible ses instructions.
