impossible pratiquement de faire reproduire aux E.U. des revues
françaises dont les exemplaires n'ont aucune chance de me parvenir.
D'autre part nous nous heurterons certainement à l'opposition des
autorités américaines qui craindront la propagande. D'ailleurs la
loi du 29 avril 1942 oblige tout groupe étranger à déposer au
préalable au ... et à la (Bibliothèque) du Congrès tout journal ou
toute revue imprimés à l'aide de subvention étrangère.
Enfin la trésorerie n'autoriserait certainement pas le
déblocage de fonds qui lui seraient demandés pour l'impression aux
E.U. d'une revue genre DIGEST.

Au cours du débat qui a eu lieu hier au gónat sur la politique étrangère, plusieurs sénateurs se sont exprimés dans les termes les plus violents a l'égard de notre gouvernement. Ainsi le sénateur ELLENDER, qui hier attaquait CHURCHILL, déclarait:-"Je n'ai pas confiance dans le Gouvernement de Vichy et je crois qu'il a trop traité avec Laval et avec sa clique. Le Département d'Etat me fait savoir que le ministre résident
à Kaboul a demandé au Consul-général des E.U. à Calcutta de payer les
frais d'(emmagasinage) des archives et du mobilier de l'ancien Consul-
général de France à Calcutta. Notre ministre d'Afghanistan aurait
indiqué que la dépense peut être inscrite sur le ... français à la
(banque) de Bombay de la ...

Le Département d'Etat me fait savoir:-
1° que le Consul-général des E.U. à Calcutta n'est pas
autorisé à payer des fonds sur l'activité de cette banque;
2° que la banque de Bombay de la ... est sur le point d'être
fermée.

Dans ces conditions le Département d'Etat suggère que ces
frais (2530) d'(emmagasinage) soient réglés par le Consul américain
sur les fonds français déposés par cette Ambassade auprès du Départa-
ment d'Etat pour la représentation par les E.U. des intérêts français.

La Chambre des Représentants a vote à
l'unanimité le budget du (ministre des Finances) pour l'année 1942-43. Les ... votes dépassent légèrement 42 milliards, ... millions de dollars. Il est à prévoir qu'ils seront d'ailleurs augmentés en cours de l'année. Bien qu'il n'y ait eu aucun opposant au moment du vote, il est a signaler pourtant qu'un républicain, le représentant RICH de Pennsylvanie, a profité du (débat) pour critiquer la conduite générale de la guerre et reprocher aux généraux d'envoyer les troupes dans le monde entier en négligant la défense du continent américain. Cette opinion isolée a d'ailleurs été critiquée immédiatement par le représentant HAMILTON FISH lui-même, bien que le représentant de New York (2472) soit généralement considéré comme le chef de l'opposition isolationiste à la Chambre des Représentants. Monsieur FISH disait:- "Cette guerre est la notre et nous la conduirons à la victoire si elle dure six mois ou six ans".

J'ai signalé dans mon télégramme d'hier 2537 qu'on s'attend généralement à Washington à une attaque prochaine des Japonais contre la Sibérie. Il est à noter pourtant que ce matin dans le New York Herald Tribune N. FLEISCHER se demande si les rapides succès allemands ${ }^{8}$ en Egypte ne vont pas avoir comme résultat de modifier ... les plans des Japonais et les inviter à attaquer les Indes britanniques afin d'effectuer leur liaison quelque part dans le proche Orient avec les forces allemands?.

Les bureaux de la censure américaine ont demandé la semaine dernière aux journalistes de s'abstenir de faire des "révélations prématurées sur les négociations ou conversations diplomatiques en cours". En donnant cette ... à ses collègues M. PRICE, chef de la censure, a indiqué à titre d'exemple que "les indiscrétions de la presse américaine concernant les négociations en cours au sujet de la Martinique avaient vivement entravé (celles-ci)."

Ce conseil a été généralement suivi. Néanmoins le "Philadelphia Record" reproche ce matin au Département d'Etat "de chercher à ... la presse pour l'empêcher de dire la vérité au sujet de ... louches avec Vichy.
