Les activités anglo-saxonnes que je vous avais signalées dans mon tólógramme 555 du 22 juin ont cessé depuis quelque temps. Le personnel militaire aviation américaine a quitté la Suède et les contrats passés par elle pour la location terrain aviation et d'ímmeubles notamment a Malmoe ont été annulés. Il est difficile de dire (si ces mesures) ont été prises à la suite d'une pression soviétique ou au contruire parce qu'accord serait survenu entre l'URSS et les puissances anglo-saxonnes au sujet de l'évacuation de l'ile de Bornholm et du respect de la neutralité suédoise. Les Suédois ont commencé démobilisation de leur armée."

L'Ambassadeur du Canada m'a fait savoir par l'intermédiaire de l'attaché de l'air adjoint que puisque les services de ravitaillement américain et chinois paraissaient hors d'état de pourvoir á l'équipement et à l'armement des troupes repliées en Indochine, le Gouvernement canadien s'en chargerait volontiers. Il serait même en mesure d'assurer le transport du matériel.
Je m'abstiendrai d'entrer en contact (1588) à cet égard avec le Général ODLUM tant que je n'en aurai pas été prié par le Général ALEMSANDRI auquel j'ai immédiatement transmis l'offre dont il s'agit. On peut se demander du reste si celle-ci n'a pas été inspirée par les milieux militaires américains ou anglais que choquent vraisemblablement les réticences apportées par le Gouvernement chinois à mettre nos troupes en état de reprendre le combat.

Nous avons remis samedi dernier à DEAN ACHESON assistant secrétaire d'État, un mémorandum afin d'ouvrir les conversations pour modifier les termes de paiement du contrat du 25 septembre dernier et de négocier un accord de Lend-Lease généralement applicable à l'ensemble des territoires français.
Le texte de ce mémorandum vous a été envoyé par (courrier).
II. Bien qu'il fût remis avant que nous suscitons reçu le texte de la note que vous aviez remise à M. WILSON à Alger, vous verrez que notre mémorandum renferme les principaux points (288) qui se trouvent dans votre communication. À titre de renseignements, nous 7 joignons un bilan de notre situation actuelle en dollars, ainsi que les prévisions pour 1944 établies d'après les éléments alors en notre possession, à savoir :
