Après ma prise de contact officiel avec les autorités vénézuéliennes j'ai tenu à déposer samedi 15 janvier sur la tombe de BOLIVAR au Panthéon national une couronne de fleurs naturelles portant un ruban tricolore avec l'inscription "Ministre Délégué du Comité."
Cette cérémonie, qui a revêtu un caractère officiel, a été favorablement commentée dans la presse locale.
J'étais accompagné par mon collègue M. RATTON, et le ministre des Affaires étrangères s'est fait représenter par l'introducteur des ministres.

Je tiens à vous signaler qu'alors que la ration théorique en France (1820) est actuellement de 300 (grammes) dans les villes, on n'a distribué au mois de décembre que 200 (grammes). La situation est donc encore plus grave qu'elle n'apparait d'après les chiffres officiels de rations.

I0 Du point de vue financier tout indique qu'il y aurait la possibilité de négocier certaines facilités de paiement, soit au titre de Lend Lease, soit autrement.
II Du point de vue transport, les possibilités concernent:
a) Des commandes de rails,
b) Des commandes de wagons.
En ..., il n'y a pas espoir pour des (livraisons) à très bref délai.
c) La rétrocession de certains batiments frangais réquisitionnés.
La question est urgente pour le MAURIENNE qui doit terminer ses réparations a la fin janvier.
