Je vous serais reconnaissant de m'envoyer vos instructions sur les points suivants:

Le télégramme d'Alger du 11 novembre et les télégrammes de Londres des 25 décembre et 1er janvier ne correspondent pas sur ce qui doit être notre travail.

Nous manquons de personnel et de matériel pour exécuter le programme de Londres et notamment nous n'avons pas de "ticker".

Nous désirons (312) donc savoir, le plus tôt possible, de la direction, si elle a renouvelé ses premières démarches auprès de l'A.P. (ou si) elle nous en a laissé le soin et si, faute du concours de l' ... elle n'a pas fait appel à l'U.P. Seule la direction pourrait trancher ces questions de principe. Si, comme je l'espère, (on nous envoie) rapidement un ticker, New-York devra, pour remplir sa tâche importante s'augmenter de quatre rédacteurs. Il n'en compte qu'un, FERGM, plus NOCNIA quatre matins sur sept. ... Washington continuera à faire le plus gros de la tâche et à envoyer autant de commentaires et (313) d'explications que lui demandait le télégramme 11 novembre et autant de "spot news" que possible pour répondre besoins exprimés pour Londres. Il est indispensable enfin, pour la bonne marche du travail intérieur comme pour les autorités de notre bureau à l'extérieur, qu'une personne responsable de l'ensemble du service Amérique du Nord soit définitivement désignée (j'ai eu déjà occasion vous dire par ailleurs comment les choses se présenteraient (314) pour moi le jour où le mission de M. SOUPAULT atteindrait à son terme). Chargé par intérim de la direction de ce service, j'ai remarqué que notre réussite dépend de la solution apportée aux problèmes posés plus haut. C'est pourquoi j'insiste pour avoir répondu rapidement.

Il ne faut pas que les événements nous surprennent et nous devons être prêts à toute éventualité.

Comme l'exposait mon telégraume 9 du 22 décembre dernier l'intéressé qui n'a pas reçu son traitement depuis le $1^{\text {er }}$ janvier 1943 se trouve démuni de ressources. Il demande en conséquence, en dehors de (43) ses frais de voyage calculés a $\$ 4000$ environ, une avance de 4.000 bollvars pour faire face a ses dépenses courantes et prendre toutes dispositions que son départ entraine. Je prie V.E. vouloir bien me faire savoir si elle m'autorise a faire ces avances a M. DUBUS.

"M. le ministre, V.R. elle-même me fait savoir ... que le roi a daigné approuver la nomination du major général VANIER comme représentant du Canada (2201) auprès du Comité avec le rang personnel d'ambassadeur.

En accusant réception de votre communication, je tiens à vous (assurer) de la grande satisfaction avec laquelle le Comité a accueilli la désignation qui (2202) a été faite de ce grand ami de la France pour reprendre dès maintenant, sur le sol français, la mission que le major général VANIER avait déjà si utilement accomplie en sa qualité de ministre du Canada à Paris. Le Comité a particulièrement apprécié l'intention que traduit l'attribution au représentant (2203) du Canada de la dignité personnelle d'ambassadeur.
