Par deux télégrammes du 6 mars (série spéciale du commandant BIENVENU &amp; PELABON), la ... a rendu compte d'une démarche du professeur LOUIE ROUGIER concernant le témoignage que ce dernier demande à apporter dans le procès PUCHEU.

A la suite de cette première démarche, M. ROUGIER (a envoyé) au général LUGUET une lettre dont je vous communique ci-après le passage essentiel:

"Le procès de PUCHEU à Alger a pris, d'après le (communiqué) d'HAROLD CALLENDER publié dans le New York Times (groupe missing) (1284) intérieure de Vichy est affaire entre Français. Mais la politique extérieure de Vichy à l'égard de l'Allemagne et de son ancien allié, la Grande-Bretagne, intéresse l'honneur de la France devant le monde.

C'est pour cette raison que je demande à être entendu ici - même en vertu d'une commission rogatoire fût-ce à (huis)clos, et que je vous prie de télégraphier à Alger aux fins de suspendre jusqu'à mon audition, la séance du tribunal militaire d'Alger.

Mon témoignage porte sur des accords secrets qui interviennent entre le maréchal PÉTAIN et le premier (ministre) britannique (1285) CHURCHILL, concernant le ravitaillement de la métropole et du Maroc et l'éventualité d'un débarquement des troupes britanniques en Afrique du Nord. De cet accord, je fus l'initiateur et le ... à Londres et à Vichy. Je possède les photostats des pièces relatives au "gentlemen's agreement" qui fut conclu, et plusieurs lettres, datées de Washington, de Lord HALIPAK relatives (aux) négociations. J'ajoute qu'un de mes amis a son arrivée aux S.U. fin 1941 me raconta comment PUCHEU avait favorisé la publication de "Combat". En général témoignage (1286) semble confirmer la ... de PIERRE PUCHEU des visites de HERRI FRENAY.

SERGE ORLOV, ministre de I'U.S.S.S.en Uruguay dont une secrétaire préparait depuis plusieurs semaines l'installa tion matérielle a Montevideo, est arrivé hier a l'aérodrome de Helilla venant de Porto Alegre. Environ 8.000 personnes appartenant aux organisations anti-fascistes, syndicalistes, communistes, Russes, (Espagnols), allemands - 118ros (Otra Alemania, nuance: socialdemocrate) ete. s'étaient transportées en autobus au champ d'aviation distant de vingt-cinq kilomètres de Montevideo. A l'instar de mes collègues américain et anglais qui avaient délégué chacun un représentant, j'ai envoyé M. LALLOUR (176) saluer à son (arrivée) M. ORLOV. Le groupe des Andiens Combattants Français avait tenu à se joindre avec drapeaux aux organisations de (réception). L'accueil de la foule que surmontaient de nombreuses banderoles a été extrêmement enthousiaste et le service d'ordre a été débordé aux cris de "Vive la Russie" et "Vive Stalin". Sur le terrain se trouvaient le chef adjoint du protocole uruguayen M. ... SE-BETES, député national-independant qui m'accompagne la plupart du temps dans mes tournés de conférences, M. GOMEZ et Mme AREVALO DEROCHA, députés communistes, etc. A sa descente de l'avion, M. ORLOV a prononcé ces quelques mots:
(177) "J'apporte au peuple uruguayen le salut de l'Union Soviétique et l'espérance de la prompte liberation de l'humanité et du bien-être de tous."

La plupart des journaux de ce matin accordent une large place avec photographies à la réception de M. ORLOV. El Dia, journal parti battliste (radical - socialiste ... ... ... ) lui consacre par contre seulement quelques lignes.

L'intéressé assure avec une constance qui no s'est jamais démentie depuis janvier 1941 une émission hebdomadaire en frangais. La guerre se prolongeant, les concours uruguayens qui avaient soutenu son initiative tendent a diminuer. Non seulement par sa radio (179) mais aussi par ses diners bimensuels où il invitait des personnalités uruguayennes et étrangères, souvent les chefs de mission diplomatique, il est certain que M. Contraire aux premières informations, la démission du général RAVIREZ a été adressée au général FARRELL, chef des forces de terre et de mer. Le président de la cour suprême n'a reçu qu'une copie de ce document. Du point de vue argentin la situation est nette: le général FARRELL prend le titre de Président de la nation. Du point de vue internationale il parait difficile de ne pas considérer comme un nouveau gouvernement le pouvoir exécutif constitué sous la présidence du général FARRELL.
