Lorsque **TIXIER** a apporté concours financier de la délégation au journal France-Amérique (détail) à deux conditions:

I. que **M. GENTIL** garantît apport de $8.000 de capital et assumât responsabilité de sa gestion administrative et financière;

II. qu'un technicien du journalisme prît en main administration intérieure.

**M. GENTIL** ayant donné son agrément et **M. RENE HAUTH** ayant accepté les (1403) fonctions secrétaire rédacteur, le journal fut lancé.

Cependant dès le commencement, **M. TORRES** imposait sa (volonté) presque complètement à la rédaction: **... MESR** justement mécontent de ce traitement, c'est retiré dès octobre. **HAUTH** vient d'être renvoyé (brutalement). Le journal est inférieur à son rôle, nombre collaborateurs désirables ayant été écartés par personnalité **TORRES**.

Départ **HAUTH** est première manifestation de force d'une manœuvre de **TORRES** qui, entraînant avec lui **BURE**, président de la société du journal et deux actionnaires ... , vise à s'emparer (1404) du contrôle financier de l'affaire en réclamant la propriété de la moitié des actions pour la collaboration **BURE-TORRES**, déjà rémunérés par mensualités de $250 chacun.

Si malgré les efforts de **GENTIL**, **PAUL WEIL** et de moi-même, cette situation vient à se matérialiser, les deux conditions mises par **TIXIER** au soutien financier de la délégation ne sont plus remplies.

Par ailleurs, les procédés utilisés par **TORRES** pour parvenir à ses fins sont tellement dénués de scrupules qu'il (1405) apparaît certain qu'un journal sous son contrôle exclusif ne peut plus nous donner aucune garantie ni morale ni politique ni matérielle. Je me propose si

(A 1') occasion du cinquième anniversaire du couronnement du Pape Pie XII un te deum a été chanté hier dimanche12 mars à la (cathédrale) de Caracas. Le (corps diplomatique) assistait à cette cérémonie. Les ministres des Affaires étrangères et de l'Intérieur représentaient le gouvernement vénézuélien.

Bien qu'ayant marqué à plusieurs reprises auprès de la chancellerie vénézuélienne le rang que j'estimals (129) devoir occuper dans le corps diplomatique à savoir immédiatement après les ministres (chargés d'affaires) en titre, le protocole sous le prétexte que le Comité n'est pas encore considéré a Caracas comme gouvernement de la France, m'a donné la dernière place parmi les chefs de mission diplomatique soit après les ministres ad intérim.

Je sais (que le) gouvernement de Caracas (130) a déclaré avant mon arrivée dans ce pays reconnaître à ma miscl on un caractère "semi-officiel" seulement, ce qui a ses yeux justifie la thèse de mon admission après les chefs de mission même intérimaires mais représentant un gouvernement. Il serait donc impolitique de réclamer contre un état de fait que nous avons admis.

Néanmoins il peralt que nous aurions intérêt ... partagealt cette .....
