Comités français Rio de Janeiro, Buenos-Aires, Santiago, Bogotá, (m'ont) demandé organiser tournée Père DU CATILLON (?) en Amérique du Sud et se disent prêts à assumer frais séjour.

Je crois que ce voyage présenterait le plus grand intérêt et que Père DU CATILLON pourrait atteindre certains milieux difficilement (accessibles).

Je crois que voyage serait très utilement complété (1667) par arrêts aux Antilles françaises, Haiti, et Cuba. Père DU CATILLON partirait par Mexico début mai et reviendrait septembre. Je vous serais reconnaissant donner votre appui à ce projet en assurant frais transportation qui sont de 21.400 et en accordant au Père DU CATILLON un ordre de mission. (Je serais) heureux transmettre au Père DU CATILLON tel avis que Département jugerait bon de lui donner pour son voyage.

Conformément instructions de votre oâblogramme du 6 mars et d'accord avec la délégation, j'ai consulté M. BRILLOUIN (et) M. PAUL WEIL sur affaire MICHELSON. M. BRILLOUIN, tout en maintenant des réserves très sérieuses sur la valeur morale et le passé de MICHELSON nous a déclaré:
I. Qu'il estime le contrat Tanger absolument valable sous la seule réserve d'une (1693) ... probable par Vichy a un groupe privé des actions faisant l'objet de la donation par MICHELSON a la ... française.
II. Qu'il estime par contre que les pourparlers et accords, d'ailleurs très avancés en ce qui concerne établissement de postes aux colonies, n'ont jamais reçu les signatures finales.
M. BRILLOUIN auquel'ue télégramme a été soumis pour son approbation estime que dans ces conditions, la meilleure solution est d'autoriser MICHELSON a se rendre a Alger avec son dossier pour que vous (1694) puissies prendre vos décisions concernant lui-méme et son affaire sur notre territoire et en pleine connaissance de cause. Ce moyen lui paraît comme à nous le meilleur pour empêcher l'(ingérence) d'un groupe financier dans l'affaire avant votre étude et votre décision.

Sur l'annonce que la délégation lui accorderait un visa pour Alger, aujourd'hui MICHELSON s'est déclaré, d'ailleurs par écrit, d'accord pour surseoir a toute ... et même a tous pourparlers.

Le gouverneur **ORSELLI** est arrivé à Washington.

À son passage à San Francisco il a eu connaissance de la présence dans cette ville d'un consul de carrière chinois qui se prépare à s'embarquer dans une (quinzaine) de jours pour l'appelle afin d'y ouvrir un consulat de Chine. M. ORSELLI a été d'autant plus surpris de ce projet que son accord n'a jamais été demandé et que le commissaire aux Colonies s'y serait toujours montré opposé.

M. ORSELLI estime que la venue de ce fonctionnaire chinois à Tahiti (1706) serait dans ces conditions assez fâcheuse et m'a demandé de vous saisir immédiatement de cette affaire.

... (notre représentant) à San Francisco à se renseigner si ce consul chinois a reçu la visa nécessaire et dans la négative, à l'aviser que faute de cette autorisation préalable, il risque de se voir refuser l'accès de l'île.
