Cette décision aurait été (10295) inspirée par le peu d'empressement de ces puissances à voir d'une part les deux dominions prendre une initiative qu'elles désireraient se réserver, et d'autre part, la France et les Pays-Bas ......... des maintenant à discuter lex questions en le Pacifique-Sud.

Nous vous avons envoyé en clair le texte ordonnance concernant l'exercice des pouvoirs civils et militaires sur le territoire métropolitain.

I. Le Comité désire préparer la organisation des territoires libérés au lendemain du débarquement. Cette organisation ne doit pas être laissée à l'improvisation. Le [10887] texte que nous vous adressons a été communiqué aux gouvernements britannique, américain et soviétique. Le Comité doit tenir compte de leurs suggestions et de la conduite de la guerre sera exercée par le haut commandement allié. Mais c'est aux pouvoirs français responsables de décider de l'organisation administrative de la [10888] France. Les alliés prennent leurs responsabilités pour la conduite de la guerre. Le Comité tient à prendre les siennes pour administration de la France.

II. Il ne s'agit d'administrer que pour une courte période, celle qui procédera à la arrivée de la Comité en territoire français et à la révocation de [10889] l'ordonnance sur la organisation des pouvoirs publics en France, qui prévoit la conduite des affaires jusqu'à la réunion de l'Assemblée Nationale élue au suffrage universel.

III. Même pendant cette première période, Comité désire [10890] appliquer le principe de la suprématie du pouvoir civil sur le pouvoir militaire. Le délégué militaire sera le représentant de l'autorité civile, en espèce le délégué du Comité sur chacun des théâtres d'opérations sera en effet assisté:

A) d'une délégation administrative composée des [10891] représentants des commissions civiles, chargée de le conseiller pour toutes les questions concernant mise en place ou la direction des administrations civiles gérées régionalement par des ... de la République.

Accord de principe du Comité National Français à l'établissement d'un représentant consulaire chinois à Tahiti a été consacré par une lettre de notre représentant à Tchong-king au Wai-Kiao-Pou en date du 16 juin 1942.

Le 15 juillet 1943 le général WU YE ... informait le chef de (10712) notre mission militaire à Tchong-king de la décision du Wai-Kiao-Pou d'installer un Bureau Consulaire à (Papeste) dont la direction serait confiée à W. YAO YING CHE, consul général de carrière.

Le Département n'a pas été saisi de l'affaire depuis lors; d'autre part commissariat colonisé est sans information de sujet. Je demande des explications à Tchong-king par le télégraphe (10713) et de son côté ... ... Papeste.

II En tout état de cause la désignation d'un consul chinois à Tahiti doit être notifiée officiellement par le gouvernement de Tchong-king au Comité Français Libération Nationale par la voie diplomatique avant que ce fonctionnaire puisse être autorisé à rejoindre son poste.

A en juger par la presse hebdomadaire et par la presse du dimanche (tél. en clair no. 1571 et 1576 des 25 et 26 mars) la question de l'autorité qui sera reconnue au comité au moment du débarquement en France retient l'attention des journaux britanniques, qui d'une façon générale critiquent la formule américaine.

Les préoccupations manifestées par les hebdomadaires qui reflètent surtout opinion de milieux intellectuels du parlement où je sais que le problème des (relations) qui se (pose) suscite en ce moment un intérêt certain.
