La presse des Nations-Unies a reproduit très largement détails de la magnifique conduite au feu d'un officier de l'armée de terre canadienne sur le front d'Italie. Le commandant TRIQUET est un des deux seuls officiers canadiens ayant reçu depuis le début de cette guerre la Victoria Cross. Le premier était le lieutenant-colonel MERHITT, fait prisonnier à Dieppe en août 1942.

Le commandant TRIQUET vient de revenir au Canada où il a reçu un accueil triomphal et où il est considéré en quelque sorte comme un héros national.
(349) J'ai eu l'occasion de le rencontrer et j'ai eu quelques détails sur l'action absolument remarquable qui lui (a valu) une citation que je vous communique en clair, sous le no. 108/Information.

Je tiens également à signaler au Département que cet officier est d'origine française né en France de parents français ayant acquis (350) la nationalité canadienne.

L'écho de ses exploits a fait ici, tout spécialement dans les milieux d'influence française, la plus profonde impression. Si le (Comité) décide de décerner une déoration, soit Croix de guerre, soit Légion d'honneur, au commandant TRIQUET, (351) cette nouvelle serait ascmellie ici avec une (joie) profonde et provoquerait un des meilleurs effets.

Je me permets donc de suggérer qu'une démarche soit faite sur ce point auprès commissaire à la Guerre qui pourrait se servir utilement des éléments (352) contenus dans la citation dont je télégraphie ... ... en clair au Département.

Pour ménager certaines susceptibilités nous ne sommes pas tenus mentionner la nationalité française de cet (officier. Pour que la) décoration revête un caractère de (353) solennité désirable (je tiens à ce qu'elle puisse être faite à Québec, caserne du 22ème régiment auquel appartient cet officier, le 14 mai, au cours de la célébration de la fête nationale JEANNE D'ARC.

Je vous adresseo copio du télégramme que j'adresse à M. LE TROCOUER et au général KOSWIG à Londres par chiffre américain. Je vous serais reconnaissant (2433) informer MARC RUCARD de ce qui est fait pour (composition et) organisation équipement urgent.

I. TIXIER nous a remis note 17 mars sur organisation équipement de secours destiné à apporter une aide immédiate à la population française dans la zone de guerre. Une partie de ces équipements sera formée en Afrique Nord et une partie en Angleterre. Je pense que vous devez avoir cette note en votre possession. Sinon commandant NOMY qui part ces jours-ci pour Londres vous mettra au courant.

II. Il s'agit exclusivement de demandes de matériel, le personnel (2434) étant recruté en Afrique Nord et en Angleterre. Le matériel (en question) est un matériel standard, déjà en possession des armées alliées en Angleterre et en Afrique Nord. Etant donné urgence que présente organisation des équipements de secours il est indispensable obtenir une allocation de matériel sur place et non une allocation de matériel à envoyer des (2435) E.U.

Après avoir délibéré de la question, avec les services des affaires civiles au War Department et d'accord avec eux, nous estimons qu'avant d'obtenir l'allocation du matériel, il convient qu'une décision du commandement-enseher intervienne pour l'incorporation des équipements d'urgence dans la (commande). C'est également à lui qu'il appartiendra ensuite de faire les allocations de matériel nécessaire en le prélevant sur les stocks militaires en Angleterre et en Afrique du Nord.
