Ma conclusion est que chantiers chômage établis ici (il y a) dix ans ont constitué une erreur car ont détourné les jeunes de la pêche et les ont transformés en chômeurs professionnels. Il aurait été préférable de consacrer les millions dépensés annuellement à ramener et à maintenir population à la pêche en la soutenant libéralement pendant les mauvais ... et les années de mévente. II. Elle souleve par ailleurs un autre problème très important, celui de savoir si nous devons conclure dès maintenant des achats payables sur les avóirs métropolitains. La solution que nous adopterons pour les corps gras sera valide aussi pour les autres produits ou matériaux (13972) pour lesquels besoins français ne sont pas moins que pour corps gras.

M. DEZHAN m'a rapporté les propos que M. EDEN a tenus à M. MASARYK et qu'il vous a fait connaître par son télégramme 861.

En fait il est sage de n'accueillir cette indication qu'avec prudence. M. MASARYK ne sait pas avec précision comment se pose actuellement question reconnaissance du Comité à l'occasion d'épargne (et il) ignore les diverses procédures en discussion; ... ... Instructions au général EISENHOWER. En réalité nous ne savons pas exactement de quoi a voulu parler (M. EDEN).

Des renseignements récemment recueillis au Foreign Office semblent indiquer que celui-ci n'est toujours (7721) pas informé que M. ROOSEVELT ait intention d'affecter (groupe unreadable).

D'autre part colonel BIDDLE que j'ai vu aujourd'hui, a regretté auprès moi de la façon la plus sympathique à la France le retard apporté par Washington dans l'envoi de ses instructions au général EISENHOWER. Cet ... se confondait dans son esprit avec la déclaration publique à laquelle comme ... sur la foi des indications connues par les journaux: "Je ne comprends pas ce qui s'est passé à Washington (depuis) mon départ," m'a-t-il dit, (il y a environ trois semaines).
