Je vous prie de vous référer au télégramme 92 COLALOX adressé à JEAN MONNET où je fais le ... des reproches qui nous sont adressés par le rapport WILLIAMSON que je continue à croire (13705) fort exagéré.

Référez-vous également à ma lettre 1694 adressée à VALENSI où j'explique la situation très dure de nos colonies au point de vue personnel où les Européens actuellement en service ne représentent plus que 30 à 50% du personnel de ces services avant la (13706) guerre. Ces deux documents vous apporteront les éléments essentiels de vos discussions avec les Américains qui doivent comprendre que l'AEF et le CAMEROUN ont fait depuis quatre ans un effort de guerre qu'ils doivent considérer comme exceptionnel.

Je vous demande d'intervenir (13707) en accord avec JEAN MONNET, et avec VALENSI auprès des Américains pour leur exposer de façon qu'ils ... que du ravitaillement normal de l'AEF et du CAMEROUN dépend la production et la contribution de ces territoires (13708) à l'effort de guerre. Les milieux américains doivent comprendre qu'un arrêt des importations en ce moment entraînerait les perturbations les plus graves dans l'économie de ces colonies.

Le ministre des Affaires étrangères que j'ai eu l'occasion de rencontrer quelques instants hier soir m'a dit "Je pense que vous avez trouvé étranges certains passages du discours de notre ami commun." Je lui ai répondu que j'avais attendu pour me faire une opinion d'avoir le texte complet qui modifie très sensiblement la première version donnée ici en ce qui concerne la France. Après les constatations faites par (17038) M. CHURCHILL sur notre puissance militaire, après le discours de M. EDEN et l'invitation au général DE GAULLE, la position du Comité de la Libération Nationale est certainement renforcée. "Vous avez raison," a remarqué M. NOUMEN MENEMENDJOGLU, "mais on se demande aussi pourquoi certaines choses ont été dites; le besoin de franchise n'est pas une explication suffisante; vous comme nous aurez toujours de l'imprévu avec les anglais; j'avoue qu'il certains moments je ne les comprends (17039) pas. Pourquoi par exemple cet éloge de l'Italie? Pourquoi ces affirmations brutales presque contredites ensuite? Les hommes d'état (2 groupes missing) si bizarres."

J'indique dans un télégramme séparé les réactions de la presse turque qui, comme je le prévoyais, se montre modérée dans l'approbation des critiques faites à la Turquie et enregistre tous les éloges et les phrases aimables (17040) contenues à ce sujet dans le discours. Le mot d'ordre donné en haut lieu est le suivant: "C'est un discours amical, car il n'y a qu'entre amis que l'on peut se permettre des explications aussi franches."

L'opinion que veut voir répandre le ministre des Affaires étrangères est exprimée par NECHERIN SABAZ qui a écrit, m'a-t-on dit, son article dans le bureau de NOUMEN MENEMENDJOGLU.

Néanmoins l'opinion demeure (17041) dans l'ensemble blessé par ce discours et les membres du gouvernement voient dans le fait que M. CHURCHILL a loué ISMET INEUNU de son intervention personnelle dans l'affaire du chrome, un désir de marquer que l'Angleterre le dissocie de ses ministres qui ... au même ... que lui sa confiance.
