Comme vous le montre notre (13132) télégramme 138, vos propositions correspondent à nos vues. En effet la formule que vous nous proposez à la fin de votre paragraphe II et que vous croyez possible de faire aboutir, équivaut à première des solutions que nous envisagions. Nous vous prions d'essayer de faire (13133) aboutir une formule de ce genre et de vouloir bien nous en soumettre texte. Donc il n'y a aucun malentendu entre nous sur ce point. ### II. Sur la foi de votre 174xx en date du 18 avril, j'ai pris des dispositions pour partir incessamment et j'ai informé les (13134) Anglais de mon voyage à Washington. Profitant du séjour qu'il fait au Canada M. PHILIPPE BARNES est venu à Ottawa m'exposer les difficultés acquêlées se heurte à propos de son voyage à Alger.

I. En l'absence (404) d'une réponse de votre part et sauf avis au contraire reçu avant le 12 juin, M. BARNES estime qu'il doit se tenir aux deux ordres de se rendre à Alger qui lui ont été adressés le 22 décembre et le 4 mai à demande du général DE GAULLE.

II. Il semble que ce voyage soit (405) rendu impossible, dans les conditions actuelles, du fait d'une opposition des autorités militaires américaines en Afrique du Nord. Je vous serais reconnaissant de bien vouloir me renseigner à ce sujet dans la mesure du possible.

III. Si telle (est) bien la raison des retards intervenus depuis quatre mois et demi et au cas où vous ne pourriez (406) faire revenir les américains sur décision (prise), à moins bien entendu que vous ne souhaitiez voir M. BARNES accepter les offres de l'A.B.S.I.E., je vous proposerais la solution suivante:

A) M. BARNES serait mobilisé au Canada (en ce moment estime d'ailleurs que sa mobilisation présenterait de toutes les façons (407) des avantages soit qu'il sera dans l'armée ou au poste qui lui sera indiqué par vous, soit même qu'il travaille à l'A.B.S.I.E.).

B) Il serait dirigé sur l'Afrique du Nord ou bien directement des E.U. si, comme nous le croyons, sa qualité d'officier suffit à lever les obstacles actuels, ou bien sur des bateaux français par Saint-Pierre et la Martinique. Dans ce dernier cas, les délais à prévoir seraient considérables.
