Je reçois du contre-amiral YOUNG, payeur général de la marine américaine une lettre adressée par erreur à la mission des colonies à New-York concernant les livraisons de carburants faites à l'Afrique Nord.

Ci-dessous traductions

"Pendant la période du 11 novembre 1942 au 30 septembre 1943, 768,471 barrels de produits pétroliers d'une valeur de 6.048.900,50 dollars ont été délivrés aux Français en Afrique Nord pour usage civil. Sur ce (3271) montant la marine américaine a fourni 258,024 barrels d'une valeur de 1.432.447,65 dollars. ... tenir une charge (supplémentaire) sur ce ... il est demandé que la mission des colonies présente une réquisition au département de la Marine américaine selon la procédure en vigueur, par le canal de la Foreign Economic Administration, (3272) pour 258,024 barrels de produits pétroliers d'une valeur de 1.432.447,65. Cette réquisition devra porter une mention spécifiant qu'elle couvre des produits livrés à une date antérieure au 30 septembre 1943.

Pour permettre que des livraisons futures, et des livraisons faites postérieurement au 30 septembre 1943 puissent être portées en compte d'une manière conforme il est demandé qu'une seconde réquisition soit soumise pour couvrir les demandes estimées de produits pétroliers jusqu'à la date du 30 juin 1944.

Se basant sur (3273) les livraisons antérieures il est suggéré que la seconde réquisition porte sur 320.000 tonneaux d'un montant de 1.750.000 dollars.

On apprécierait également que ces réquisitions puissent être soumises avant le 10 juin '44."

Le projet présidentiel d'instructions remis au général EIBENHOFER n'est pas encore revenu de Londres a Washington. Un de nos amis a l'ambassade d'Angleterre nous a fait savoir que "plus on l'étudait a Londres, moins on le trouvait satisfaisant." Il a ajouté que la pression américaine pour la faire accepter tel quel se faisait tous les jours plus (grande). L'insistance des Americans pour amener les autorités anglaises à se solidariser ... (2235) ... et explicite la position définie par les dibes instructions embarrassait considérablement ces derniers.

Je vous ai dit dans mon telégramme $800^{\circ}$ du 10 avril, que le discours de M. HULL était avant tout destiné à la consommation intérieure. Bien des indications me confirment dans cette interprétation. En ce qui nous concerne particulièrement, il ne me paraît pas douteux que (malgrét) la définition publique plus favorable des rapports ou (2236) gouvernement américain avec le Comité, les positions de fond ne demeurent . . . . . . Tout en nous efforgant de tirer le maximum d'avantage pratique de cette situation, nous ne devons pas nous faire d'illusions sur les dispositions réelles qu'elle recouvre.

I. Les délégués belge et hollandais ont reçu de leurs gouvernements à Londres des instructions conformes à la position que nous leur avions fait ... à l'égard du projet de la trésorerie américaine sur l'utilisation et le remboursement des billets qui seront remis aux troupes américaines, mais les négociations qu'ils ont poursuivies depuis 20 (mars?) avancent (peu) la (2244) question, la trésorerie maintenant son attitude intransigeante.

La semaine dernière la trésorerie lui et les autorités militaires alliées en Angleterre ont insisté pour qu'une première tranche de billets soit remise au commandement allié, sans attendre issue des négociations en cours. Les gouvernements belge et hollandais ont déféré à cette demande, étant donné urgence.

II. Nous avons à nouveau insisté auprès des Belges et Hollandais pour (2245) qu'ils ne se contentent pas de discuter avec la trésorerie mais (saisissent) officiellement de la question le Département d'Etat avec lequel ils avaient conclu les accords Prêt-Bail qui leur donnent la meilleure base de discussion. Ils se sont rendus à nos ... et ont remis à vant-hier officiellement un aide-mémoire au Département d'Etat.

Ils défendent la thèse exposée dans mon 118.
