Je crois devoir signaler les communications échangées entre l'état-major et la mission militaire au sujet de l'envoi d'un représentant permanent au Canada. Outre que la présence de notre délégué à Ottawa (d) d'un attaché militaire rend une telle représentation inutile et même (3335) inopportune, le choix de l'officier envisagé est des plus fâcheux. Lui et sa femme sont en effet des familles des ménages CHAUTEMPS et MAUROIS et se sont souvent signalés par leurs propos déplacés à l'égard du Comité. Leur présence au Canada risquerait d'être pour R. BONNEAU une source d'ennui sérieux.

Vous m'avez communiqué par téléphone 473 du 29 mai texte d'une conférence sur l'Allemagne faite à Ecole d'administration pour les territoires (occupés).

Bien que date de rédaction originelle de cette étude (1938) en explique dans une certaine mesure les tendances, la diffusion dans les circonstances présentes n'en apparaît pas moins (17768) comme éminemment regrettable. Elle confirme l'impression recueillies à diverses sources et dont vous vous êtes fait vous-même écho, concernant (le) recrutement et la formation des officiers américains qui vont être chargés de l'administration des territoires allemands occupés.

Vous voudrez bien à l'occasion d'un prochain entretien attirer sur ce (17766) document attention du Département d'Etat. S'il ne vous appartient pas d'apprécier jugement porté par l'auteur sur la séparation de l'Autriche avec l'Allemagne en 1919 peu opportun cependant après conférence de Moscou, les phrases dans lesquelles il parle non du "retour" mais du "rattachement sans plébiscité" de l'Alsace-Lorraine à la France (17767) ne peuvent pas nous laisser indifférentes. La doctrine exposée par ce conférencier officiel n'est pas seulement en opposition formelle avec attitude adoptée par le président WILSON en 1919; elle apparaît encore comme singulièrement déplacée après résistance héroïque que viennent d'opposer pendant (17768) quatre ans les populations du Haut-Rhin, du Bas-Rhin et la Moselle à occupation allemande et le courage avec lequel elles ont manifesté leur fidélité à la France.

Vous indiquerez en même temps à votre interlocuteur comment il nous paraît important, dans intérêt d'une collaboration conviante entre les services d'occupation des Nations Unies, (17769) que les officiers administratifs américains soient à même de comprendre état esprit population qui viennent, pendant quatre ans, de subir joug allemand.

Vous exprimerez enfin notre regret de constater que des personnalités américaines influentes se laissent prendre à propagande du (17770) "Conseil pour Allemagne démocratique" (votre dépêche 425 du 6 mai) dont l'action semble répondre à une véritable campagne organisée par certains milieux émigrés, dans les ... américains, pour décharger peuple allemand de la responsabilité en ... par son gouvernement dans le déchaînement du second conflit mondial.

Je viens d'avoir connaissance du "résumé mensuel de presse" telégraphié en clair par M. VALEUR sous le no. 350/644 et la date du 27 mai.

Il avait été entendu en principe, au début d'octobre (3310) dernier et confirmé lors du passage de M. PENNEY que le service d'analyse de presse telégraphique serait assuré par cette délégation. En fait le télégramme de M. VALEUR ne relève aucun article qui n'a pas été signat au moment de sa publication par M. BAURE. L'on peut se demander si la répétition de ces (3311) informations présente un intérêt qui justifie le coût très élevé d'un aussi volumineux télégramme.

J'élève d'autre part les plus sérieuses objections (a) la transmission, par le télégramme en clair, des commentaires et appréciations dont M. VALEUR accompagne les texts analysés. Les jugements portés sur l'attitude de tel ou tel journal, les (3312) références faites aux conversations que M. VALEUR a eues avec certains journalistes, réflexions à caractère nettement politique concernant tendances opinion américain'á notre égard, tous ces éléments, particulièrement (dans les) circonstances actuelles, sont absolument déplacés dans télégramme en clair amenant d'un service officiel français, (3313) et risquent de nous exposer à des (réactions) très désagréables de la part de (1') administration américaine.
