Les Anglais et les américains nous ont remis hier un aldemémoire sur la question du cacao en provenance de nos colonies. Ils rappellent dans ce document les négociations qui ont eu (lieu) a Alger au sujet de la répartition de la récolte principale 1943-44 et de la récolte intermédiaire de 1944 et déclarent qu'ils comprennent que la question a été renvoyée a MONNET pour discussion finale a Washington. B'après renseignements qu'ils ont regus d'alger, les autorités frangaises seraient d'accord pour chiffrer a 2.000 tonnes les besoins de l'afrique du Nord (3250) et constituer un stock de 6.000 tonnes pour métropole. En conséquence, ils proposent que l'accord formel soit conclu sur les bases suivantes:
I) 2.000 tonnes seraient réservées pour Afrique Nord.
II) 6.800 tonnes seraient réservéss pour constituer un stockpile pour la métropole. Ce total de 8.800 tonnes comprendrait:
2.000 tonnes de la récolte principale, qualité normale: la totalité de la récolte intermédiaire, le solde seconde qualite, de la récolte principale.
III) le surplus de la récolte serait vendu aux E.U. et a la Grande-Bretagne. Il serait entendu que:
A) la clause de sauvegarde incluse dans le (3251 missing).
