J'ai remis personnellement cette lettre le 30 mai. Elle a produit la meilleure impression ... commission ... d'étude et de collaboration projetée au cours des conversations antérieures devait se réunir dès le 2 juin. Télégramme no. 184 de la part de M. MONNET à Président, MASSIGLI, MENDES-FRANCE (comité) économique, ALPHAND.

I) A. Je vous ai indiqué à différentes reprises que l'administration américaine étudie actuellement (en) accord avec Congrès procédure qui permettra aux nations avec qui gouvernement américain a conclu un accord prêt-bail de placer aux E.U. un programme (d') équipage industriel en vue de leur reconstruction.

Ces programmes sous une forme générale devraient être déposés par les gouvernements étrangers et (2310) approuvés par les autorités américaines avant expiration de la loi prêt-bail, que la Chambre des Représentants, à la demande du Président, vient de proroger jusqu'au 30 juin, 1945. Les livraisons de matériel commandé à ... américain se référant à ce programme pourraient être effectuées dans le délai de trois ans qui suivra expiration de la loi, c'est-à-dire, comme protection ... par tous, sénateurs ratifient vote de la Chambre jusqu'au (2311) 30 juin 1945.

B. Comme je vous l'ai déjà indiqué, ces arrangements ont été à l'origine (faits) pour satisfaire aux demandes des Soviets qui insistaient pour obtenir des crédits à long terme pour les achats de machines nécessaires à leur reconstruction. Je ne peux pas vous donner d'informations certaines sur le montant des crédits envisagés pour les Soviets car ils l'ignorent encore eux-mêmes, mais l'estime ... (2312) entre un et quatre billions de dollars.

II) A. ... j'ai demandé officiellement à M. DEAN ACHESON si la France pourrait bénéficier de ces facilités et dans l'affirmative quand l'administration américaine serait prête à discuter cette question avec le Comité. M. ACHESON m'a dit qu'en principe ces facilités seraient accordées à la France et qu'il m'indiquerait prochainement à quel moment (2313) l'administration serait en mesure de discuter la question avec moi. (11) a ajouté que ces discussions pourraient être entamées rapidement après que les négociations en cours pour accord général de prêt et bail mentionné dans mon télégramme no. 165 auraient été terminées.

B. Je considère que nous pourrions obtenir accord américain sur un programme comprenant entre un et deux billions de dollars. Possibles de crédit feront l'objet ... négociations. Elles pourront ne pas (2314) être les mêmes pour tous les pays. Il est question de crédits d'une durée

Au lendemain du refus par les diplomates d'assister aux cérémonies du 25 mai gouvernement argentine a décidé que l'augmentation de moitié du prix des transports consentis il y a deux ans au profit des sociétés de chemin de fer devrait être versée au chapitre des avec effet rétroactif. Cette décision frappe plusieurs sociétés anglaises qui contrôlent mille kilomètres ainsi que trois sociétés françaises contrôlant 4 mille kilomètres sur un réseau total de 44 mille kilomètres. Il représente une dépense de 60 millions de pesos environ.

Une décision d'un genre analogue frappe Frigorifique (409) qui est le plus important. La direction de cette entreprise se trouve placée dans un extrême embarras. L'ambassadeur britannique ne peut intervenir parce qu'il y a suspension (critique) des relations diplomatiques et les directeurs des entreprises ne pourront pas, d'autre part, être reçus par le colonel FERON ministre de la Guerre et du Travail avant une quinzaine de jours au moins. Enfin la moitié afférente aux exercices précédents a déjà été régulièrement employée et les sociétés qui n'ont plus de dividendes depuis plusieurs années ont déjà de la peine à rémunérer leurs obligataires.

Je réponds à votre télégramme 3480X.
En prévision d'un accord interall16 sur l'administration du territoire français libéré une mission de liaison administrative française avait été constituée à Londres pour collaborer avec les états-majors.

En l'absence d'un tel accord le général DE GAULLE, (18272) conformément aux décisions antérieures du gouvernement, a estimé que la présence en France de membres de cet organisme paraitrait sanctionner l'établissement de l'ASSOT. Il a donc prescrit que la liaison ne partirait pas.

Sont partis seulement une vingtaine d'officiers sans attributions administratives destinés aux liaisons tactiques et de vie courante.
