au Gouvernement vénézuélien la notification relative à la substitution
du nom de C.P.E.N. par celui de "Gouvernement Provisoire de la
République Française." J'ai été reçu à 11 heures au Ministère des
Affaires étrangères par M. PICON LARES, Ministre des Affaires étrangères
ad interim en l'absence de M. PARRA PEREZ (240) aux E.U. En remettant
au Ministre le texte de l'ordonnance du 2 juin j'ai verbalement attiré
son attention tant sur les termes de l'article 2 que sur le caractère
de la décision prise conformément aux vœux du groupe de la Résistance
et de l'Assemblée consultative. Ministre s'est montré particulièrement
aimable. Il m'a remercié de cette communication et m'a adressé
ses vœux pour la libération prochaine du territoire français et la
victoire totale des E.U.

**Notre panorama sur situation militaire en France appelle remarques suivantes:**

Ne pas spéculer sur la nature des objectifs alliés, mais se préparer à mettre en valeur l'importance de Cherbourg quand ce port sera (18412) tombé aux mains des Alliés ou aura été coupé du reste de la France. Bien distinguer les nouvelles de sources alliées de celles de source allemande. N'utiliser ces dernières qu'à titre d'indication. Mettre en relief au maximum la participation des Français à la bataille. Sgu-ligner (18413) tout ce qui peut montrer la coordination de l'action militaire des forces françaises de l'intérieur avec les troupes de débarquement (action directe, destruction, sabotage).

La situation politique française analysée dans notre panorama (18414) doit être complétée par les remarques suivantes:

Le discours prononcé le 6 juin par le Général DE GAULLE porte exclusivement sur situation militaire ... au sujet de laquelle il rend à l'Angleterre, notre plus vieil allié, un éclatant hommage. Général DE GAULLE (18415) n'a rien dit et ne pouvait rien dire sur problèmes politiques qui ne sont pas encore résolus. Il aurait été désirable que des accords susment été conclus entre le Gouvernement provisoire République Française et les Gouvernements américain et britannique. De tels accords auraient permis de mettre en pratique l'ordonnance (18416) du 14 mars 1944, qui règle, en ce qui concerne autorité française, exercice des pouvoirs civils et militaires en France au cours de la libération. Vous rappelleres qu'aux termes de cette ordonnance, Général KORNIG, délégué militaire du Gouvernement provisoire République Française pour la zone nord (18417) aurait pu exercer en même temps, sous le contrôle du Gouvernement provisoire République Française les attributions suivantes:

- Transmettre des ordres du Gouvernement provisoire République Française au sujet organisation des communications et des liaisons administratives et (de la) reconstruction, des administrations (18418)
- Territoires militaires, liaison des divers (départements) du commandement allié avec l'Administration française, notamment pour satisfaire les besoins les plus urgents des armées alliées en opération. Etant donné que le peuple français unanime place sa confiance (18419) dans le Gouvernement provisoire République Française, des mesures de cet ordre ont constitué la première occasion qu'aurait eue le peuple français depuis 1940, d'exercer

A cotte occasion il est intéressant de détacher certains articles favorables a la France. Sous la rubrique "l'opinion internationale" du journal ... a la date du 6 juin je rolève un commentaire élogieux sur le général DE GAULLE en termes soulignés:
"La déclaration que fit a (242) Londres le général DE GAULLE acquiert aujourd'hui toute sa valeur. La France a perdu une bataille, elle n'a pas perdu la guerre. Cette phrase sera immortelle, car a cette époque de grandes épreuves, l'esprit de la France se manifestait par la voix du général. En 1940 elle avait en effet perdu une bataille, en 1944 après un douloureux calvaire elle en (gagne)ra (la guerre)."
