A) Il se peut que certains Français entièrement vendus a (19461) l'Allemagne et sachant que la victoire alliée sera leur arrêt de mort, n'hésitent pas à combattre armes à la main aux côtés des allemands contre les alliés. Ils n'ont pas hésité davantage à combattre dès avant le débarquement contre patriotes français. Si la question se pose, nous montrerez que le nombre de ces individus est infime, que le caractère (19462) désespéré de leur situation personnelle explique leur attitude et qu'elle ne permet en rien de faire douter des sentiments de la quasi-totalité du peuple français.
B) Les territoires déjà libérés de la Normandie peuvent apparaitre aux alliés comme plus prospères qu'ils ne s'y attendaient. Vous rappelleres que la Normandie a été toujours une des régions (19463) les plus riches de France et que les allemands ont systématiquement depuis 1940 exploité ses richesses pour leur bénéfice exclusif; la désorganisation des communications de l'ennemi a fait, d'autre part, que les réserves accumulées en Normandie n'ont pu être transportées vers intérieur de la France et vers Allemagne, ce qui explique qu'on trouve maintenant (19464) en Normandie des stocks assez considérables qui n'étaient nullement destinés aux Normands. Vous pourrez ajouter que cette désorganisation de communications qui ne peut que s'intensifier, aura immanquablement pour résultat d'aggraver souffrances de la population française. Par exemple la situation de Paris, qui tirait beaucoup de (ressources) de la Normandie, risque devenir (déchir)ante.

I. Observer une attitude discrète en ce qui concerne le développement des opérations militaires :
En Normandie les allemands n'ont pas encore réussi à amener à pied d'œuvre un nombre suffisant de divisions pour lancer une véritable contre-offensive. Vous pouvez indiquer (19456) que ce retard est dû à la désorganisation provoquée sur les arrières des allemands par action des FFI et par les bombardements alliés. Cependant, il faut se préparer à envisager, un jour ou l'autre, une violente réaction allemande. Il importe tout particulièrement de souligner que les FFI sont une organisation militaire jouissant (19457) des privilèges reconnus par les (belligerants) aux armées régulières. Si les allemands ne respectent pas ces conventions de (belligérance), ils s'exposent à des représailles que les Français sont décidés à exercer.
II. Du point de vue politique :
a) Citez les extraits de presse (19458) venant de Grande-Bretagne, des E.U. et de l'Amérique du Sud qui soulignent importance de la position française dans le monde. Reprendre discours de M. WALTER LIPPMAN (notre 6671).
b) Donner la plus grande publicité à tous extraits de presse qui défendent la position du Gouvernement Provisoire de la République Française sur plan diplomatique. Montrer (19459) que l'opinion publique anglaise et américaine telle qu'elle s'exprime par la voie de la presse, désire que les Gouvernements américains et britannique coopèrent en matières administratives beaucoup plus étroitement avec le Gouvernement Provisoire de la République Française qu'ils n'ont fait jusqu'à ce jour. Rappeler la position (19460) française telle qu'elle a été définie par le Général DE GUELLE et plusieurs autres membres du Gouvernement Provisoire de la République Française. (Déclarations M. MASSIGLI et de M. ASTIER).
En ce qui concerne situation des Français dans les territoires libérés de Normandie, deux écueils sont à éviter dans l'opinion que s'en ferait l'étranger.
