(19289) Les importateurs américains représentent ... 1'USCG et, pour organiser les exportations futures de ce produit, à la suite des réunions qui ont eu lieu, les décisions suivantes ont été prises.
I. Une pression énergique est faite sur les exportateurs pour que les 260 balles restant à livrer sur le contrat de 1.210 balles soient expédiées au plus tôt.
II. (19290) Le contrat de 2.720 balles sera exécuté aux prix offerts en décembre'40 bien que la réponse à ces offres n'ait été reçue qu'au début de mars '44 et qu'entre-temps un arrêt de M. le Gouverneur général de l'Algérie ait fixé de nouveaux prix intérieurs.
III. Un contrat établi sur la base de ces nouveaux prix sera signé pour les quantités disponibles d'ici le 1er octobre '44.
IV. Je vous (19291) signale que les réclamations de certains importateurs ont obligé les vendeurs à procéder à un reclassement de leurs qualités, ce qui a occasionné des délais supplémentaires. Gouverneur général insiste sur la nécessité absolue pour Algérie de connaître les véritables destinations des ébauchons de bruyère. Je confirme, à ce sujet, le paragraphe cinq de mon 2020 à DIPLOVENTE.
Je pense que les litiges (19292) pourraient être évités et le maintien du marché assuré si les transactions pour ce produit étaient effectuées sur la base du commerce privé contrôlé. J'ai attiré sur ce sujet (aussi) l'attention de la mission économique à Alger qui en a référé à Foreign Economic Administration.
V. Je vous communiquerai par un prochain télégraphe les dates probables d'expédition des ébauchons de bruyère restant à livrer, en 1929, cours de négociation.

1) Les 900,000 pneus poids-lourd pèsent environ 45,000 tonnes et non 18,000 comme vous l'indiquez car poids moyen d'un pneu poids-lourd est (19030) de 50 à 55 kilos environ. Votre nouvelle demande de 10,000 tonnes de pneus correspond donc à 200,000 pneus seulement. Je vous propose de maintenir une (demande) pour 49,000 tonnes comme prévue dans l'étude pneumatique section 11 transmise à M. LEVIANT. Si les alliés acceptent de nous livrer 100,000 camions, je vous demande de m'aviser (19031) d'urgence par câble (pour) permettre de reprendre cette étude sur la base de 500,000 pneus comme indiqué dans votre programme additions (à) the Collapse Estimates for France du 5 mai, dans lequel vous avez également compté poids-moyen des pneus à 200 kilos.
2) J'attire votre attention sur la disproportion entre chiffre de 100,000 camions et celui de 150,000 tonnes (19032) d'essence pour 6 mois correspondant à 11 litres par véhicule et par jour et permettant seulement un parcours de 30 kilomètres environ. Même pour 50,000 camions cette dotation en essence est trop faible, les 150,000 tonnes d'essence demandées sont donc le minimum satisfaisant.
