Veuillez faire savoir au Ministre Nouvelle-Zélande que le Gouvernement Provisoire partage entièrement les vues des Gouvernements australien et néozélandais exprimées par le paragraphe 16 du Pacte de Coopération concernant la souveraineté sur les bases aériennes construites en temps de guerre (19731) sur territoires nationaux par une puissance étrangère. Tout en estimant en ce qui concerne nous-mêmes, que les questions relatives aviation civile au Pacifique sud et (voisinage) sont fonction du problème plus général de l'aviation civile internationale et sauraient donc difficilement être traitées en marge de celui-ci, nous nous (19732) intéresserions vivement aux entretiens qui auront lieu conformément article 34 entre les autorités intéressées dans cette région. Sommes tout à fait favorables au principe de l'établissement d'une réglementation mondiale des transports aériens (19733) (Elle) pourrait être établie en adaptant les conventions actuelles et en les complétant pour les mettre en harmonie avec les conditions nouvelles. L'idée de l'exploitation des grandes lignes mondiales par une autorité internationale des transports aériens mérite (19734) un examen attentif. Il semble, cependant, que la mise en œuvre d'une telle conception soit de nature à soulever des difficultés de divers ordres et qu'un long délai soit à prévoir avant que puisse être réalisé l'accord de tous les pays intéressés. Il pourrait donc y avoir avantage à étudier, par exemple, à titre de (19735) solution d'attente .C. ou d'essai, la possibilité de consulter des compagnies dont l'activité serait limitée à certaines grandes routes et qui seraient fondées en participation par les Etats ayant intérêt sur ces routes. Sommes en faveur de la création d'un organisme international permettant d'adapter périodiquement aux (19736) progrès techniques et aux besoins croissants, la réglementation de la navigation aérienne et de l'équipement des grandes lignes mondiales. D'autre part, une standardisation des équipements des aéroports internationaux et des instruments de navigation, ainsi que la ... (19737) création de ports francs internationaux seraient susceptibles de favoriser développement de ces transports. Sommes enfin d'accord pour que, comme il est prévu à article 211 du Pacte, chaque pays soumette tous les services aériens traversant sa (19738) zone de souveraineté à sa propre juridiction, étant entendu que ... devra respecter réglementations internationales concernant la navigation aérienne conçue dans le sens le plus large possible.
