7. Nos négociations ont fait des progrès importants ces derniers jours. Au cours d'une réunion au Département d'Etat M. ACHESON m'a informé que le Département d'Etat et le F.E.A sont sur le point de recommander au Président de conclure maintenant avec nous des accords relatifs à la France métropolitaine (3792) (qui seraient) équivalents aux avant-projets qui nous ont été remis lors du séjour ici de MENDES-PHANCE et qui ont été emportés par lui à Alger.

Les nouveaux textes sont presque (au) point pour servir de base de négociations avec nous. Notre liberté de discussion reste entière.

Je vous communique (ci-dessous) règles (3793) conformément aux indications que je vous ai données dans mes télégrammes précités :

A) La question du paiement des billets utilisés par armée américaine en France.

B) Les modalités d'application de l'Aide Mutuelle dans la métropole.

C) Les conditions dans lesquelles nous pourrions bénéficier du Lend-Lease pour certaines catégories de marchandises et en même temps de crédits gouvernementaux à long terme pour notre premier programme de reconstruction qui suivra la période militaire.

A) En ce qui concerne (3794) le paiement des billets utilisés par armée américaine, que ces billets aient été émis par le Commandement allié ou qu'ils soient dans la suite émis par nous et remis à l'armée, la formule envisagée prévoit que les fonds utilisés pour la solde des troupes, ainsi que pour le paiement de fournitures ou services qui ne sont pas prévus par l'accord d'Aide Mutuelle, seraient payés en dollars à intervalles réguliers par le Gouvernement américain.

Evolution situation en Europe et l'ampleur des dispositions alliées en vue d'opérations dans le Pacifique ont placé action de la France en Extrême-Orient, dont le but suprême est libération de l'Indochine, (20094) au premier plan des préoccupations nationales.

Cette action ne doit pas seulement s'exercer à partir de la Chine et des Indes où la représentation civile et militaire du Gouvernement provisoire République Française vient d'être renforcée, elle doit également (20095) se développer dans les capitales des trois grandes fuissances intéressées, les M.-U., la Grande-Bretagne et l'URSS.

C'est en effet à Washington, Londres et à Moscou, plus encore peut-être qu'à Tshongking, que la France doit faire reconnaître sa position en Extrême-Orient (20096) et dans le Pacifique et faire triompher sa manière de voir concernant le status futur de l'Indochine. Il est apparu indispensable à cet effet de nommer dans les trois capitales des agents spécialisés dans les affaires d'Extrême-Orient.

Ces agents (20097) seront chargés sous l'autorité du chef de poste, de coordonner ensemble activités françaises en direction du Pacifique. Dégagés de toute autre fonction, ils s'occuperont exclusivement de renseigner Département (20098) (sur) ce qui (regarde) cette partie du monde, ils (établi)ront et entretiendront des contacts avec tous les organismes intéressés officiels et privés.

Pour remplir cette tâche à Washington dont l'importance dans ce domaine ne m'échappe pas (20099) j'envisage de confier une mission spéciale et provisoire à M. GEORGER PIOT qui me semble l'agent le mieux qualifié pour mener à bien aux M.-U. action définie plus haut. En effet sa compétence s'étend à la fois aux questions chimiques, (20100) indochinoises, japonaises et slamoises.

D'autre part, il est le seul à avoir des attaches sur le plan personnel tant avec les milieux américains s'occupant du Pacifique qu'avec le mouvement "Slam libre" à Washington.
