I. La délégation française à la conférence préparatoire est
arrivée à Atlantic City le 10 juin. Les pays suivants sont représentés:
N.U., Australie, Belgique, Brésil, Canada, Chili, Chine, Tchécoslovaquie,
France, Inde, Mexique, Pays-Bas, Grande-Bretagne et Russie.

II. La conférence préparatoire est présidée par WHITE, N.U.
Elle a pour but de préparer les travaux de la conférence de Bretton Woods.
Pour y parvenir elle étudiera un certain nombre de questions et fera un
rapport exposant toutes (3768) opinions émises par les délégués sans
chercher en principe à les concilier. Il ne sera voté sur aucune question,
aucune recommandation ne sera faite.

III. Il a été procédé à l'organisation de quatre comités qui
étudieront les quatre questions principales. Voici leur composition:

1er. Comité: objet du fonds et souscriptions, président
HSIANG Chine, rapporteur BULMOES Brésil.

2ème Comité: fonctionnement du fonds, président ISTEL
France, rapporteur RA(S)MINSKY Canada.

3ème Comité: (3769) administration et direction, président
SMIRNOF Russie, rapporteur MORTENOS Mexique.

4ème Comité: constitution spéciale du fonds, président
OPIE Grande-Bretagne, rapporteur ...NER Tchécoslovaquie.

IV. Ainsi France est mise par la conférence préparatoire sur
le même pied que la Grande-Bretagne, Russie, et Chine. Le comité en
question (présidé) par le délégué français est un des plus intéressants
parce qu'il a notamment à étudier les transactions en or du fonds, le
contrôle des changes, la différence entre le mouvement de capitaux (3770)
et les mouvements courants, le problème des monnaies rares.

Les décisions que j'ai prises relatives à ces différents
problèmes sont conformes (à vos) instructions et en accord complet avec
MONNET et VALENSI.

Le Général DE ST. DIDIER me signale que France Forever s'est refusé inviter à la manifestation organisée le 18 juin à New York et à laquelle des détachements de l'armée, de la marine et de l'aviation ont pris part, l'Association des Anciens Combattants, présidée par M. FRAN MILLON et qui groupe à New York 325 vétérans sur 400. Le Général (déplore) cette décision qu'il estime contraire aux consignes d'union maintes fois réaffirmées par le Général DE GAULLE. Je partage le sentiment exprimé par le Général DE ST. DIDIER. Si l'ourd que soit le passé vichyssois de [3847] M. MILLON il s'est rallié, il y a un an, à l'autorité du Comité, et a pris la parole le 18 juin 1943, à la première manifestation commune d'union des Français autour du C. J. H. Lors de la fête de LAPARTTE le 20 mai dernier, il a publiquement prié notre agent général à New York de transmettre au Général DE GAULLE l'adhésion sans réserve de l'Association qu'il préside. Lui et à l'Association des Anciens Combattants de prendre part à la commémoration publique de l'appel du 18 juin me paraît pas conforme aux consignes d'union et de ralliement données par le Général DE GAULLE. Je [3048] l'avais dit à M. MAURICE ASSUR UNIL secrétaire général de France Forever. M. MILLON m'a répondu qu'il était du même avis que moi mais que le docteur GIRARD, président de l'Association des Anciens Combattants (Gaullistes), faisait de l'exclusion de M. MILLON une question personnelle et qu'il n'ose pas passer outre. La même situation pourrait se représenter au 14 juillet. Je serais reconnaissant au Général DE GAULLE de me faire tenir ses instructions. Je crains que le Général DE ST. DIDIER ne se refuse à prêter éventuellement le concours d'un détachement militaire à toute manifestation [3049] patriotes organisée par France Forever, à laquelle toutes les associations de vétérans ne seraient pas conviées, et son point de vue ne paraît légitime. Vous savez que j'avais marqué ici, avec une rigueur que certains m'ont reprochée, la différence entre les ralliements satisfaisants et ceux qui ne me semblent qu'un camouflage de Vichy. Les associations [des] anciens combattants doivent, je crois, bénéficier du maximum de préjudice favorable de notre part, lorsque leur adhésion s'exprime sans réserve et dans une occasion où elle prend la valeur d'un hommage rendu à la cause de la Résistance.

Je me réfère à votre télégrapme 16(..) du 25 juin. Les premiers résultats obtenus à Londres paraissent en effet des plus encouragements. La formule d'accord sur la question des billets devra évidemment faire l'objet d'une nouvelle négociation à Washington. Etant donné ses implications politiques, il serait bon que le Département d'Etat et la délégation fussent mis dans le circuit (3958) de ces conversations. Celles-ci conserveraient un caractère préliminaire d'exploration, jusqu'à l'arrivée de M. MERDES-PRANDE, qui en prendrait la direction de notre côté. Comme M. DUNN me l'a laissé entendre hier, la tâche du Commissaire aux Finances sera sans doute facilitée par la clarification et la détente apportées par la visite du Général DE GAULLE dans les relations des deux (3956) gouvernements.

En ce qui concerne par contre toutes les questions rentrant dans le cadre de la convention de débarquement, la ratification par les E.U. de l'accord que nous aurons conclu avec les Anglais devra être poursuivie à Londres, auprès du Général RISERHOMER. C'est ainsi qu'il en a été procédé pour les conventions belge, hollandaise et norvégienne, pour des raisons, m'a dit M. DUNN (3957) d'ordre constitutionnel américain: la signature de ces conventions par le Général RISERHOMER écarte en effet toute question (de) ratification par le Congrès et prévient leur mise en question par les différentes commissions parlementaires. Cette procédure présente à notre point de vue un autre avantage que M. DUNN n'a pas manqué de me souligner, (3958) elle permet en effet au Président de laisser ... de ... au Commandant en Chef responsabilité d'endosser tout accord conclu entre les Anglais et nous. Nous bénéficierions ainsi en fait de toutes les stipulations de cet accord sans que le Président soit obligé pour autant à modifier sa position de droit.
