Mon télégramme du 23 juin.

I. Les travaux des quatre comités mentionnés dans ce télégramme se sont poursuivis jusqu'au 24 juin. Le plan de fonds a été étudié dans son ensemble et diverses modifications ont été examinées mais ni le problème des quotas ni celui des (section)nements d'achats de devises n'ont été abordés.

Par contre le problème des versements d'or a été étudié tant du point de vue de la souscription additionnelle que du règlement d'achats de devises et je suis intervenu à diverses reprises.

Seulement l'Angleterre et l'Inde se sont opposées à notre thèse.

L'URSS par contre (3931) a défendu la même thèse que la nôtre en la poussant encore plus loin. Ils ont demandé en particulier que les Etats dévastés soient (exemptés) pour leurs achats de devises de tout versement en or.

II. Lors de l'arrivée de KEYNES, le 24 juin, et des principaux membres de la délégation anglaise, avons procédé à l'élection du bureau de la conférence préparatoire. J'ai été informé confidentiellement que lors de la constitution des quatre comités considérés comme instruments de travail, la désignation des présidents des quatre comités avait été effectuée par la Trésorerie tandis que la désignation du bureau a été effectuée (3932) en suivant les instructions du Etats Department. Le président du bureau est M. SHIYE, les quatre vice-présidents sont KEYNES (Angleterre) SMIRNOV (Russie), TSIANOS (Chine) et NOVTEROS (Mexique). Je commente ces désignations par lettre. Le travail des comités étant considéré comme achevé, la conférence tient désormais deux séances plénières par jour, préparées par un "agenda committee" de six membres seulement, composé du président des quatre vice-présidents et de moi-même. Les décisions de l'"agenda committee" sont elles-mêmes précédées des délibérations d'un "steering" difficile qui ne comprend que les quatre membres représentant les quatre grandes puissances.

Je viens de voir passer un téléphone adressé à France Forever par PAUL WELL au nom de plusieurs membres de l'association et qui contient la phrase suivante: "Je vous prie de préparer pour le 14 juillet selon nos habitudes et traditions sans tenir compte d' (21698) aucune pression extérieure."

À la lumière de l'incident qui s'est produit le 18 juin, et sur lequel HOFFENOT vous éclairera, il me paraît clair que cette instruction vise à prévenir toute manifestation d'union de la part de France Forever à l'occasion (21699) de notre fête nationale. Je ne puis que vous laisser juge de l'opportunité de donner vous-même aux dirigeants de France Forever les indications qui vous paraîtront appropriées pour la célébration du 14 juillet.
