Vous avez à plusieurs reprises appelé l'attention sur la nécessité de constituer à Ottawa un conseil des approvisionnements distinct de celui de Washington; ce conseil serait chargé de présenter aux autorités canadiennes le programme commun des demandes françaises et de faire donner son plein rendement à l'accord d'Aide Mutuelle franco-canadienne.

Le Comité économique (21783) a adopté dans sa séance du 6 juillet la décision suivante questions relatives à l'accord d'Aide Mutuelle franco-canadienne:

Ce conseil sera présidé par le délégué du Gouvernement Provisoire à Ottawa et comprendra deux membres civils dont le conseiller commercial et deux membres militaires. Des experts détachés des missions françaises aux États-Unis (vont) lui être adjoints (21784) ... (aussitôt que la) nécessité s'en fera sentir, notamment pour les questions concernant les colonies et la Marine marchande. Les membres de ce conseil dépendront, en fait, des missions en Washington mais, pour tenir compte du désir exprimé par le Gouvernement canadien, ce conseil fonctionnera comme un organisme indépendant qui transmettra aux autorités canadiennes le programme commun français civil et militaire en (21785) exécution des instructions qui lui seront envoyées d'Alger à cet effet.

Je vous serais obligé de me faire connaître les dispositions que vous comptez prendre pour la mise en application de cette décision et m'indiquer, le cas échéant, quelles mesures complémentaires devraient être prises pour obtenir le résultat recherché. Communiqué Washington.
