Nous croyons inutile de vous saisir en détail de la nouvelle ... proposée avant d'avoir pu nous rendre compte de la mesure dans laquelle nous pourrons l'améliorer en y faisant notamment introduire la modification indiquée a M. VIENOT par votre tólegrame ou 4 juillet pour le mémorandum no I.

La participation anglaise a ces conversations fera que les (4241) résultats que nous obtiendrions dans ce sens vaudront aussi bien pour Londres que pour Washington. I. Officieusement Département d'État me propose d'envoyer rapidement tabac et fournitures directement employées dans fabrication de 500 tonnes de cigarettes pour France métropolitaine, sous conditions suivantes:

A) Paiement par la métropole de tous les frais, y compris transport.

B) Emploi exclusif dans la fabrication considérée.

C) Distribution d'après règles et procédure approuvées par (4229) le Commandement allié, si livraison en France a lieu pendant période contrôle militaire.

D) Sauf accord du Commandement allié, pas d'autre destination que France.

II. Ceci couvre toutes fournitures à base d'emploi, plus encore, feuillards, (scellés), colle, papier. Je crois difficile de l'étendre davantage. Mais une fiche (spéciale) de commande de la régie marocaine, faite par voie habituelle, pour couvrir ces besoins supplémentaires, serait certainement (4230) retenue et accélérée. Je vous télégraphierai.

III. D'après vos instructions je me limite à 250 tonnes mais j'inciste sur intérêt de profiter immédiatement des bonnes dispositions américaines pour 500 tonnes si possible.

IV. Après consultation avec monopole marocain et d'après nature des autres tabacs disponibles je vous demande de profiter s'il y a lieu, la répartition entre espèces de tabac.

**Diminutions:**

A) La quantité de fromage est réduite de 13.900 à 11.100 tonnes alors que nous avions demandé qu'elle soit portée à 17.600 tonnes.

B) Les légumes secs sont ramenés de 28.200 à 22.500 tonnes, les soupes déshydratées de 46.100 à 33.300, les natures préparées en conserve de viande et de légumes de 63.200 à 49.900 tonnes. Pour ces trois ... nous avions accepté les chiffres additionnels.

III. Au total 333.100 tonnes sont ajoutées au 701.700 tonnes prévues dans les Collapse Estimates. Le plan a été le 1.054.500 tonnes. Nos demandes totales s'élèveraient à 919.550 tonnes dans la lettre par laquelle nouveaux chiffres nous seront (4207) transmis officiellement, les autorités militaires se réservant (droit) réduire la chiffre total d'il y a insuffisance de bateaux, et nous demandons indiquer nos priorités. Sauf instructions contraires de votre part nous mettons le plus grande quantité de U. et de farine prévu(e)s (en) seconde priorité.

IV. Nos experts vont étudier en détail le programme tel qu'il se présente maintenant du point de vue nutritif. (4208) Nous pourrions cependant dire dès maintenant qu'il nous apparaît comme le programme le plus satisfaisant qu'il soit possible d'obtenir aujourd'hui et nous vous proposons de l'accepter. Notre impression est que l'hypothèse des Collapse Estimates et de la libération totale a été abandonnée et qu'il s'agit maintenant d'un programme adapté aux opérations militaires actuelles ou projetées. Prise de nous câbler d'urgence vos observations.

I. Les autorités militaires alliées viennent de nous
communiquer difficileusement une première série de changements qu'elles
ont apportés aux Collapse Estimates à la suite des réunions que nos
experts ont tenues avec les lours. Ces changements concernent
les produits alimentaires. Ils seront portés officiellement à
nos connaissance dans le (4203) courant de cette semaine ainsi que
les changements analogues apportés à d'autres chapitres des
Collapse Estimates.

II. Ces changements comportent des augmentations et des
diminutions:

Augmentations

A) La quantité de corps gras alimentaires est portée
de 20.000 tonnes à 45.500 tonnes. Notre demande était de 52.000
tonnes. En ce qui concerne (4204) les arachides, les militaires nous
ont demandé de nous adresser aux autorités civiles américaines et
alliées. C'est ce que nous nous proposons de faire.

B) La quantité de viande en conserve est accrue de
10.000 à 101.100 tonnes. Cette augmentation considérable dépasse
nos demandes qui ne portaient au total que sur 30.000 tonnes de
viande en conserve et congelée.

C) La quantité de sucre est élevée de 13.900 à 71.600
tonnes. Notre demande (4205) était de 167.000 tonnes.

D) 4.900 tonnes de lait évaporé sont portées au
49.000 tonnes des Collapse Estimates. Nous avions accepté le dujit
de 49.000 tonnes mais demandons qu'une partie en soit fournie en lait
condensé.

E) Malgré nos observations les militaires ont encore
(augmenté) les quantités de blé prévues dans Collapse Estimates de
421.000 à 454.200 tonnes. Ils y ont ajouté 173.000 tonnes de

I. On partage au Foreign Office votre point de vue sur l'inopportunité de nommer un observateur italien à la conférence monétaire pour les mêmes raisons que vous avez invoquées.
II. Le retard apporté au transfert à Rome, désiré par le Gouvernement britannique du conseil consultatif de la Commission Allée de Contrôle, n'est dû qu'à des raisons matérielles et à la difficulté de trouver des logements en raison de la présence de nombreuses troupes à Rome.
III. Contrairement à ce que semblait (2006) indiquer le correspondant du Times à Rome le 4 juillet, ce retard ne saurait donc être attribué en aucune façon au désir du Gouvernement britannique de substituer un nouveau gouvernement au Gouvernement DONORI qu'il désire pour l'instant voir rester en place. Correspondances du représentant du Times ne font donc que traduire l'énervement et l'ignorance de l'opinion romaine.
IV. Ainsi que vous le savez, la commission consultative a examiné l'éventualité d'une remise de nouveaux territoires à l'administration italienne même. On estime au Foreign Office qu'il n'y a cependant pas lieu de se presser et qu'il n'est pas opportun de se livrer actuellement à un excès de gestes vis-à-vis l'Italie.
