J'ai fait ajourner la discussion en indiquant qu'il était nécessaire obtenir votre accord sur un projet de loi d'amendeaent que j'indique dans le cours meme du texte plus bas en le signalant spécialement a votre attention.

L'ordonnance serait donc la suivante:
"Article 1: Autorisation (22129) émettre des billets du Trésor dans une limite préclan, les modalités étant fixées ... ... en ce qui concerne les (quantités) et les types de billets.

Article 2: Les billets (de la) Trésorerie Centrale prévus ci-dessus ont cours légal et pouvoir libératoire illimité sur toute étendue du territoire de la France continentale,"
et l'amendement serait le suivant:
"Au meme titre que les billets actucllement en circulation de la BANGUE DE FRANCE (22130) une ordonnance ultérieure fixera les conditions dans lesquelles ces billets pourront être remplacés par des billets de la BANGUE DE FRANCE selon une convention a passer entre le Commissariat Finances et la BANGUE DE FRANCE." Le reste sans changement.

Je serais reconnaissant a MENDES-FRANCE de faire savoir d'urgence a FINALOEN s'il accepte cette addition au projet d'ordonnance.

Il convient d'appuyer complètement la réalisation du programme d'importation de matériel et autres produits pour la (22021) réalisation du programme phosphate. Vous pouvez faire ressortir que le programme de 5 millions de tonnes a la plus grande chance de ne pas pouvoir être réalisé. Pour l'approcher au maximum il faudrait que toutes les fournitures soient en place avant la (22022) fin 44, en particulier les commandes de l'O.C.P., qui ont été en place le 10.000 tonnes. Le programme est en cours de 10.000 tonnes.

Pour la période s'étendant jusqu'en mars 1945 au moins, la contribution de (Bfax) ne peut se faire que pour autant que des petits bateaux seront (22023) utilisés. Ce point doit être signalé et vous pourrez demander que des petits bateaux soient recherchés et envoyés en Afrique du Nord. La partie concernant les changements d'huile, savon etc. doit également être retenue. Au sujet (22024) bois de mine, les besoins correspondant au programme en plus des ressources locales seront de 25.000 tonnes, dont 5.000 tonnes de bois de plus de 5 mètres. Ce tonnage paraît rentrer dans la possibilité du Portugal mais il convient que les autorités (22025) alliées nous appuient pour obtenir ce tonnage du Portugal. Si ces bois ne sauraient être achetés au Portugal, il serait nécessaire d'importer des bois d'Amérique. Nous nous occupons en Afrique du Nord des autres points signalés par votre télégraphe.

Il convient que vous me tenlex informé de votre attitude au sujet principes d'une telle négociation.

Devrait-elle être laissée à l'appréciation des représentants locaux de l'armateur ou conviendrait-il d'essayer de la suivre a Washington auprès de l'Ambassade argentine? Cette question présentant des aspects politiques, et vu que les Britanniques manifestaient de l'intérêt depuis plusieurs mois a ce sujet, je vous serais obligé de me faire tenir vos instructions.

J'ai reçu de l'interventeur fédéral de cet état l'invitation de patronner la cérémonie qu'il a fixée pour en mieux souligner la signification au 14 juillet. J'ai désigné l'attaché naval (de) cette Ambassade pour m'y représenter, tout en laissant S. COLSON libre de s'y rendre également au cas où il ne serait pas (353) retenu à Pernambouc par la célébration de notre fête nationale.
