M. EDEN a nettement indiqué à M. VIENOT que le Gouvernement britannique s'en tenait pour sa part aux textes négociés à Londres et qu'il n'(22425) accepterait que les modifications sur lesquelles nous serions nous-mêmes d'accord. Il a précisé que le négociateur britannique a été spécialement choisi en raison de ses sympathies pour nous. Nous devons donc pouvoir compter sur un appui britannique efficace au cas où les Américains demanderaient des modifications qui ne nous paraîtraient pas acceptables.
J'ajoute qu'à l'(22426) exception du mémorandum no 2, qui est d'ailleurs une affaire franco-britannique, les améliorations que nous avons proposées pour les mémoranda nos 1, 3, et 4 (mon tél. no 1741XXXX) sont en principe acceptées par Londres. Je demande à M. VIENOT de me préciser ... les (rédactions) finalement adoptées et je vous (22427) les communiquerai aussitôt.
Le Gouvernement anglais paraît donc désirer que les négociations se poursuivent sur la base de textes déjà acceptés par lui. Dans ces conditions, nous pouvons nous demander si le concours britannique sur lequel nous devons compter ne risquerait pas de nous faire défaut si les pourparlers s'engageraient (22428) sur la base d'un autre texte. Vos conversations avec le négociateur britannique vous éclaireront sur ce point.
Je ne suppose pas qu'il soit possible envisager que les accords qui seront signés par le Gouvernement Provisoire avec le Gouvernement britannique puissent ne pas être identiques à ceux que l' ... français signera avec le Commandant en Chef puisque en fin de compte, ces accords (22429) doivent être pratiquement exécutés par Etat-Major anglo-américain. Veuillez me confirmer ce point.
Je souhaiterais au surplus être renseigné aussitôt que possible sur la nature et la portée des modifications que vous demandent les Américains.

préparation de cette brochure jusqu'à et y compris la composition typo-
graphique des textes et l'impression des épreuves. Vous pouvez les
corriger de telle manière qu'à mon retour il reste seulement à donner le
bon à tirer.
De même, je vous prie de (4297) préparer un projet de préface
sommaire (entre 1 et 3 pages) expliquant l'objet de cette brochure. Vous
pouvez, entre autres, vous inspirer pour cette préface d'un texte que j'ai
remis à D'ASTIER pour être inclus dans ses instructions générales no 1 à
destination des commissaires régionaux de la République. Dans ce texte,
j'indiquais l'état d'esprit général qui doit dominer les décisions à
prendre par les commissaires de la République en matières financières
(4298) dans les régions libérées.
S'il est nécessaire d'attendre mon retour pour imprimer
définitivement la totalité de la brochure, il n'y a sans doute pas d'incon-
venient à ce que soient imprimés immédiatement les tirages particuliers
concernant telle ou telle instruction - tirages qui doivent être édités
séparément pour diverses catégories d'utilisateurs.
II. La brochure doit comporter une table des matières détaillée
et très claire.
III. Comme convenu, la brochure comportera des annexes (4299)
d'ordre législatif. Ces annexes devraient comporter notamment la liste
de toutes ordonnances applicables à la métropole ou visées pour la
métropole avec un résumé sommaire pour certains et la reproduction intégrale
pour les autres.
