Votre télégramme 206 et ceux échangés depuis février m'incitent à vous soumettre les résultats d'une enquête menée depuis quelques semaines au sujet réimpression brésilienne.

L'impression de la collection de travaux (français) agréée par le Département en février 1943 progresse.

Après les deux volumes déjà parus deux autres pareiltront en juillet et août. Deux volumes ultérieurs sont prêts pour les imprimeurs. Il restera alors environ 250.000 cruzeiros sur crédit ouvert de 500.000.

Compte non tenu d'ouvrages d'actualités littéraires ou documentation courante pour lesquels divers éditeurs y compris (366) ATLANTICA et AMERICA (FISCHER) pourront appliquer en partie les clauses générales de l'ordonnance du 23 octobre, ou des rééditions d'actualités que concerne mon télégramme 2 du 4 juillet, sommes présentement saisis de demandes portant sur plusieurs séries de manuels scolaires, des collections entières d'ouvrages d'étude notamment médicaux et (géographiques) et divers ouvrages importants pour notre rayon intellectuel mais d'un établissement coûteux et sujet à longs (termes) de vente. Je considère désirable la constitution d'une société privée d'édition excluant (367) tout but lucratif et qui se chargerait sur avis d'une commission d'universitaires et intellectuels, brésiliens et français, d'établir un ordre de priorité comportant au moins deux volumes par mois, d'en assurer l'impression et la diffusion et de surveiller les prix de vente.

Un groupe d'amis brésiliens du livre français s'offre à participer pour un minimum de 200.000 cruzeiros aux frais d'édition .U. Ambassadeur peut s'associer à lui pour une somme équivalente. Ce procédé permettrait dès cette année la publication d'une douzaine d'ouvrages dont le besoin surtout ...

Je me réfère à votre lettre du 7 mai que vous m'avez adressée de Washington et à la circulaire de Votre Commissariat qui m'a été transmise par le Ministre des Affaires étrangères, service économique le 19 mai sous le no. 1255.

Je vous serais reconnaissant de me faire parvenir tous renseignements de la mission du Général LE DANTEC. Je crois comprendre qu'elle se charge de recruter des médecins et des infirmières et d'obtenir que les personnes qui possèdent en France des propriétés convenables mettent celles-ci à sa disposition pour créer des (établiss)ements de santé. (530) En même temps elle paraît aussi recueillir des dons en argent, des vêtements, des produits pharmaceutiques, des vivbes etc. Surtout en ce qui concerne cette deuxième catégorie d'activités j'aurais besoin de savoir quels liens existent à Alger et en Amérique du Nord entre la mission LE DANTEC et le Comité de coordination des Croix-Rouges françaises et l'Entr'aide française.

(Quelques) informations de presse avaient annoncé la semaine dernière la conclusion imminente d'un accord d'amitié turco-soviétique. ... ... il semble s'agir là seulement du voeu de certaines personnalités turques et en particulier de M. RUCHTU ARAS dont le correspondant du NEW YORK TIMES à Ankara, M. LEVY, se fait le porte-parole (fidèle) et exclusif. Cette suggestion ne reçoit d'ailleurs pas l'approbation de tous milieux turcs et est vivement critiquée dans la presse par M. SADAK.

En tout cas l'Ambassade de U.R.S.S. nie l' (22207) existence de tels pourparlers. "Nous ne signerons, m'a dit l'un de ses membres, aucun accord avec les Turcs tant que ceux-ci n'auront pas dénoncé leur pacte de non-agression avec Allemagne du 18 juin dont nous n'avons pas oublié le souvenir. La politique turque nous paraît d'ailleurs continuer (12 groups unreadable) qui, caché dans les eaux territoriales turques a coulé un de nos vapeurs à l'entrée du port de Trabzon. Nous avons remis au Gouvernement turc une note de (22208) protestation formelle (contre) aide donnée à l'ennemi, mais la réponse de M. SARADJOGLU ne nous a pas paru très satisfaisante. Est possible pourtant que devant les succès militaires des Alliés, les Turcs envisagent un changement dans leur politique et acceptent de rompre avec l'Allemagne, mais une telle décision de toute façon interviendrait trop tard pour que nous en soyons particulièrement reconnaissants".

Ambassadeur de l'Angleterre interrompant ses vacances
est (revenu) à Ankara le 9 juillet et a repris ses négociations avec
les Turcs. D'autre part, l'UnR.S.S. a eu hier soir
(très) tard dans la soirée une longue conférence avec M.SAHADJUGLU,
ce qui paraissait indiquer constatation que je n'en aie point eu
encore confirmation, que le Gouvernement de l'UnR.S.S. s'intéresse
lui aussi aux négociations en cours.

A Ambassade d'Angleterre (22507) on m'a indiqué ce matin
que les négociations étaient délicates et que premières réponses
turques bien que favorables ne permettaient point encore d'apprécier
à quel point le Gouvernement turc accepterait finalement de s'engager.
On craint toujours dans les milieux anglais, avertis par l'expérience,
une reculade semblable à celle de février dernier et l'on se défend
par ailleurs de paraître exercer une pression quelconque sur les
décisions turques.

Forever pour la Nouvelle Angleterre, m'a à diverses reprises exprimé
le regret que le Service d'information n'ait pas (de) représentant
officiel à Boston. Le chapitre de France Forever de cette ville fait
d'excellents travaux mais il n'est pas à même de maintenir des
contacts suffisants avec la presse. Il faudrait à cet effet une
personne qui ne s'occupât que de cela, comme notre représentant de
Chicago. M. DE MESSIERES a quelqu'un en vue que je (compte) voir(4334)
à la fin de la semaine prochaine et qui se contenterait de $50 par
semaine. Avec la location d'un bureau et quelques frais accessoires
un crédit de $300 par mois suffirait. Etant donné importance politique
de la Nouvelle Angleterre je vous demande de m'autoriser à prendre
cette somme sur le chapitre d'extraordinaires.
