Le Département d'Etat m'assure que le matériel dont les autorités britanniques se proposent de pourvoir les Syriens n'est pas de provenance américaine. En vertu d'un accord général qui prévoit consultation entre autorités britanniques et américaines en cas de cession de matériel de guerre, le commandant anglais en Orient a effectivement demandé assentiment du (4596) commandant américain à cette livraison. Celui-ci n'a pas fait d'objection, mais a précisé qu'il s'abstenait de juger le fond de la question. Des indications dans ce sens ont été envoyées à W. WADSWORTH au début de ce mois. Au surplus M. CHAPIN a été prié de vous renseigner directement.
Le directeur des affaires du Near East a précisé à cette (4597) occasion que la politique américaine en Syrie et au Liban était basée très largement sur le principe de l'indépendance de ces deux états mais que le Gouvernement américain entendait ne pas prendre parti dans les différends qui pourraient surgir entre les autorités françaises et anglaises.

Le maintien de cet article 1 semble indispensable;

Quant à nouvel article 5 dont vous me transmettez le
texte, il est d'autant plus inacceptable sous la forme proposée,
que le Gouvernement a adopté, le 6 ... 1944, une ordonnance appli-
cable en France libérée, qui supprime la (23447) censure politique
et diplomatique.
Mais dans le cadre des accords essentiellement pratiques
supplémentaires conclus avec nos alliés pour la période de la libé-
ration de la France vous pourriez accepter l'adjonction ci-dessous
à l'article 3 qui, nous semble-t-il, donne toutes satisfactions à
la presse alliée. Article 3 serait alors rédigé comme suit:
"Ne sont pas soumis aux contrôles qui découlent de
l' (23448) application de l'article 1 les journaux et publications
destinés aux troupes alliées non françaises sauf le cas où ces jour-
naux et publications seraient distribués ou vendus au public français."
Il en est de même des dépêches de correspondants de
presse alliés destinées à être publiées hors de France.

Etes-vous d'accord pour que les envois destinés à la Normandie (4611) soient dirigés sur les Amis des Volontaires? Dois-je les considérer comme représentants de l'Entr'aide pour l'Angleterre? Sinon qui est votre représentant et où (faut-il) diriger les envois? Qui représente Comité de Coordination des Croix-Rouge à Londres? Il y aurait avantage à saisir l'occasion qui s'offre pour des envois immédiats et rapides.
