Ambassadeur d'Angleterre auprès Gouvernement yougoslave qui est rentré à Londres il y a huitaine de jours après une nouvelle absence (dépêche no 479 du 6 juillet page 5) a indiqué à un de mes collaborateurs que M. SUBASIC, maintenant que M. KOSANOVITCH et le professeur CANKAR étaient ici, allait pouvoir réunir son Gouvernement dont l'un des premiers actes (23966) serait de publier accord conclu avec TITO ainsi qu'une sorte de programme politique.

D'après M. STEVENSON, SUBASIC serait résolu à persévérer dans la voie qu'il a choisie, la seule qui puisse peut-être coordonner les efforts de tous combattants yougoslaves et empêcher (révolution). (Il se) serait décidé à tenir bon malgré redoublement des attaques ouvertes et cournoises, que certains Serbes de Londres de Washington et du Caire mènent contre lui.

Ambassadeur d'Angleterre n'a donné sur son second voyage que de très brefs détails.

J'ai demandé dès le 13 juillet au Département d'Etat l'agrément du Gouvernement américain à l'octroi des distinctions que le Général DE GAULLE se proposait de décerner à un certain nombre d'officiers de l'armée et de la marine américaines. Département d'Etat m'a fait savoir le 24 juillet qu'il consulterait les autorités intéressées et qu'il me ferait (4808) connaître leur réponse. Par lettre 1737 du 4 juillet le chef de la mission militaire a par ailleurs fait connaître au chef d'état-major de la Défense nationale que pour des considérations techniques il n'était pas possible d'autoriser quatre des cinq officiers proposés à recevoir avant la fin des hostilités les distinctions en question.

Les télégrammes que j'adresse à la fois au Département et à l'Information vous ont renseigné en détail et au jour le jour sur l'évolution de plus en plus favorable des esprits brésiliens à l'égard de la situation française. Dans son ensemble cette évolution a pris un tour officiel rapidement dès le 6 juin et elle a reçu un nouvel élan au lendemain du voyage du Général DE GAULLE aux Etats-Unis. Entre ces deux dates, la célébration anniversaire (du) 18 juin 1940, l'accueil chaleureux fait par ... Saint-Paul au ... et à ses compagnons, la campagne du sénateur MAROSELLI en faveur des prisonniers de guerre (n'ont) pas été sans accroître quelque peu l'intérêt du (412) public pour notre pays.

En somme les choses se sont passées comme si l'invasion" avait (enfin) apporté aux Brésiliens la certitude d'une France restaurée et comme si le plaisir exprès qu'ils en ont ressenti était au surplus devenu licite en raison des (triomphes) américains .M.? a étendu l'autorité Gouvernement d'Alger sur la .U. ...

Certes mes collaborateurs de l'Information et moi n'avions point peiné en vain pour répandre depuis plus de six mois dans tous les milieux brésiliens le nouvel évangile de la France au combat, en renouvellement, en travail. Nous avions inlassablement proclamé adhésion des Français de France au Général DE GAULLE, symbole de la (413) résistance (ép)re, et ouvrier de la défaite allemande, exposé l'oeuvre du Gouvernement et de l'Assemblée d'Alger, dégagé la valeur militaire et morale de la résistance actuelle, etc. Sans doute notre action avait-elle pénétré plus profondément que nous ne le pensions car (nous étions) surpris comme beaucoup de Brésiliens eux-mêmes, du 6 juin au 15 juillet, devant l'impétuosité de l'an-thousiasme presque unanime de ce pays pour France retrouvée.

Le nouveau Ministre brésilien à Alger qui depuis son retour du Japon a présidé le Conseil Immigration et Colonisation, m'a fourni sur la question des orphelins réfugiés d'Europe que le Brésil veut héberger les indications suivantes:

Après avoir d'abord accepté de recevoir 500 enfants âgés de 10 à 14 ans le Ministre de l'Intérieur brésilien a le 17 juillet proposé d'en inviter un nombre plus élevé avec préférence cette fois pour des jeunes gens de 18 ans.

Ces adolescents seraient, à leur arrivée, pris en charge par les services de la coordination économique et envoyés (417) dans une colonie agricole de l'État de GOYAZ dite Fondation du "Brasil-Central". Le Conseil Immigration et Colonisation a donné un avis favorable et on attend la décision du Président VARGAS.

Le climat du Goyaz est sain. La région, encore à peine exploitée, possède de riches possibilités d'avenir et il reste à supposer que l'expérience pourra donner de bons résultats. Mais il faut s'attendre en pareil cas à ce que ces jeunes colons se fixent définitivement et fassent souche au Brésil.

M. CLARK ne connaît pas la proportion des Français dans le contingent des jeunes orphelins que le Brésil se dispose à accueillir.
