Après formation d'une nouvelle Société des Nations, estime KELSEN, le condominium pourrait évoluer en mandat et enfin en troisième stade, Allemagne redevient un Etat indépendant. III. Le conseiller juridique de cette mission estime que cette idée de condominium est habile. Elle (23857) paraît avoir été retenue par le State Department. Elle explique parfaitement la répartition en trois zones: occupation et les termes de reddition fondés sur hypothèse qu'il n'y a pas gouvernement allemand.
