I. Le représentant de l'Entraide pour Angleterre est le Commandant BOURY. Le Délégué de l'Entraide dans les territoires libérés est M. PRIGENT qui se trouve auprès de M. COULET. Le représentant du Comité de coordination des Croix-Rouge à Londres (24400) est le médecin général SICE.

II. Je suis d'accord avec vous pour que l'on expédie rapidement en Normandie des vêtements ... et layettes.

III. Les secours destinés à la Normandie doivent être expédiés au Commandant BOURY à Londres qui se chargera de les faire distribuer en Normandie sous le contrôle de l'Entraide, (24401) soit par des œuvres privées locales soit par des équipes de secours ... déjà dans les territoires libérés soit éventuellement par les Amis des Volontaires Français si tel est le désir des donateurs.

Gouvernement Provisoire se propose nommer Délégué à Asuncion M. GUY MENANT ancien député et ancien secrétaire général de la France Combattante. Demande agrément a été faite le 29 juin par l'intermédiaire ministre Paraguay à Montevideo. Aucune réponse n'a encore été reçue mais d'après renseignements, (24399) Gouvernement paraguayen subordonnerait son agrément à reconnaissance officielle du Gouvernement Provisoire par Etats-Unis.

Veuillez renouveler la demande par l'intermédiaire de l'Ambassadeur du Paraguay à Washington, en lui laissant entendre que faute d'une prompte réponse, elle sera retirée et qu'aucune autre proposition ne sera faite.

Si, comme je l'espère, l'ensemble de nos accords peut être mis au point cette semaine, je crois indispensable de me rendre à Londres avec les textes. Il convient en effet d'éviter toute confusion au moment de la signature. Il faut également que les services (4950) d'exécution sur place soient informés des dispositions qu'ils ont à prendre pour tirer de l'accord les avantages qu'il comporte en notre faveur. Les négociations concernant la mise au point définitive de l'accord Lend Lease se prolongeront nécessairement à Washington pendant plusieurs semaines après mon départ; mais je compte, avant de (4951) quitter les Etats-Unis vous transmettre ... les formules sur lesquelles les premiers entretiens auront eu lieu avec M. DEAN ACHESON du Département d'Etat et OSCAR COX de l'administration (groups missing) des prochaines discussions. ... vous télégraphier très prochainement à ce sujet.

(On m'a) parlé avant mon départ Washington d'un projet américain tendant à réunir deux conférences internationales:

1) pour les matières pétrolières.

2) en ce qui concerne les questions économiques et commerciales en général.

Je serais désireux d'être exactement informé de l'état de ces (24404) projets. Au fur et à mesure des renseignements que vous aurez à ce sujet ne manquez pas de me tenir au courant.

D'autre part au hasard des conversations que vous pourrez avoir avec des Américains veuillez laisser entendre que nous avons regretté à Bretton Woods d'être souvent placés devant faits accomplis ou devant des accords survenus (24405) préalablement à la conférence avec les Anglais, les Russes, les Chinois les .U. etc., tandis que rien n'avait été étudié et convenu avec nous.

Nous espérons qu'à l'avenir nous participerons aux études préalables et que nous arriverons dans la conférence après avoir déblayé terrain en commun.

III. Les défaites allemandes qui s'accumulent ont des effets de plus en plus marqués sur l'attitude des pays (.M. neutres?) ou (24357) satellites de l'Allemagne.

A) La Turquie qui a conservé sa neutralité à une époque où Allemagne semblait dominer Europe vient de rompre ses relations diplomatiques et économiques avec le Reich. France qui est liée à Turquie par le traité d'amitié et d'alliance du 23 juin 1939, ne peut que se réjouir de cette décision dont l'effet est de renforcer au moins virtuellement la (24358) (confédération) des Nations-Unies à laquelle France appartient en fait depuis le premier jour.

B) Finlande va être contrainte d'échapper à la domination allemande. Le pacte germano-finlandais signé par RIBBENTROP et NYTI semble être rendu passé par l'éloignement de ce dernier. On pense que le Maréchal MANNERHEIM tentera d'obtenir de Russie une armistice.

C) Au sujet de la (24359) crise polonaise, vous pouvez montrer que France, liée au peuple polonais par une amitié séculaire, désire que Pologne recouvre le plus tôt possible son unité intérieure et son indépendance extérieure.

D) Bulgarie et Roumanie semblent politiquement les plus faibles des États satellites d'Allemagne. La collaboration de ces pays avec Allemagne ne résisterait sans doute pas à un choc sérieux.
