La presse américaine reproduit très insuffisamment les informations données de Londres sur l'ensemble des activités des F. F. I. Sur leur activité en Bretagne la presse a donné la partie du discours du Général DE GAULLE qui s'y référait mais elle n'a pratiquement rien publié sur les détails de ces opérations. Or je remarque que:

I. Un officier parachutiste français qui a opéré en Bretagne présente certains projets .U. à nos services d'information à Londres (voir câblogramme no FRA/29).

En raison de (difficultés) du transit par (chemin de fer)
à travers la France des colis destinés aux prisonniers français,
recevons de Genève télégramme par lequel le Comité International de la
Croix-Rouge organiserait colonne de camions qui transporterait les
colis stockés à Lisbonne jusqu'à Genève.

L'American Red Cross avancera l'essence, (25123) l'huile,
la graisse, les pneumatiques et les pièces de rechange nécessaires.

On m'a demandé si le Gouvernement envisagerait favorable-
ment paiement des frais en question au pro rata des marchandises trans-
portées par route pour les prisonniers de guerre français. Veuillez
faire de ma part à l'American Red Cross les réponses suivantes:

I. Sommes disposés à envisager favorablement la (25124)
solution proposée sous réserve que le paiement se fasse en francs ou en
livres sterling.

II. Au cas où le paiement ne peut se faire qu'en dollars (je
ne peux) vous donner accord définitif avant connaître montant approx-
imatif des dépenses et échéance du paiement. J'insiste vivement pour

Le Secrétaire Général des Affaires étrangères qui a reçu à son ... UREL - ACREAR (mon télégramme 322) m'a dit qu'il était né ici, qu'il avait la nationalité brésilienne et qu'il cherchait surtout à provoquer un courant d'affaires commerciales entre le Brésil et le Liban levantin.

J'en ai profité pour redire à N. VELLOSO que Libanais et Syriens étaient au Brésil en voie de sûre et prompte assimilation et pour ajouter à titre strictement personnel que tout en trouvant bon que le Gouvernement brésilien imite le Gouvernement français, je n'escomptais pas de grands avantages du point de vue ... à l'installation d'une représentation diplomatique libanaise qui exercerait (447) une action centralisatrice sur ce groupe ethnique.

En outre, j'ai fait connaître à N. VELLOSO pour son information les réserves et les arguments que nous désirerions voir adopter par son gouvernement par égard pour notre situation particulière au Liban.

Au cas où il y enverrait un représentant diplomatique, ... ... que l'interlocuteur m'a dit avoir déjà proposé au Président VARGAS de donner simplement le titre de Ministre au consul à Beyrouth.

Vis-à-vis Syrie il n'était question de rien.

J'ai suggéré au Secrétaire Général si cette mesure était adoptée de s'(efforcer) obtenir que par .U. Gouvernement Liban se contenterait (envoyer) aussi un consul Ministre.

ALPHAND et VALENSI ont eu récemment une conversation officieuse avec DEAN ACHESON. De cet entretien auquel assistait également OSCAR COX, il résulte:

I. Que le Gouvernement américain est prêt à ouvrir à la date que nous fixerons les négociations de prêt-bail prévues dans nos accords.

II. Que Département d'Etat prépare à cet effet un nouveau texte qui nous sera affecté dès l'ouverture officielle des (5138) négociations.

III. Que M. ACHESON désire que soient annexées au futur accord, d'une part des listes de produits militaires, et d'autre part des listes de produits civils répartis entre Lend Lease direct et crédit 3 C. Ces listes dans notre esprit devraient comprendre tous les articles qui se trouvent dans le plan de remise en état industrielle qui a été affecté récemment au Gouvernement, ainsi que la partie des marchandises à extraire des plans A et B. Ces listes ne comprendraient (5139) pas de chiffres. Nous avons dès maintenant demandé à la mission de la France métropolitaine préparer avant-projet de listes.

IV. M. ACHESON a attiré notre attention sur la nécessité de négociations rapides. Le déroulement opérations militaires est tel en effet que si nous n'ouvrons pas immédiatement pourparlers, nous risquons être forclos. Nous perdrons ainsi grande partie des avantages que nous devons retirer de l'(accord) américain. Nous avons indiqué (5140) à M. ACHESON que nous attirerons attention Gouvernement sur caractère urgent de ces négociations mais qu'en l'absence instructions il était impossible de commencer à parler officiellement avec lui.

V. Si vous le jugiez utile, ALPHAND serait bien entendu prêt à revenir Washington après son séjour Londres. Je le désirerais vivement. En son absence MM. VALENSI et ... m'assisteraient dans le début des négociations.

Je me propose d'envoyer M. D'HARCOURT dans les premiers jours du mois prochain, faire une tournée de (conférences) dans les colonies françaises et divers organismes canadiens de l'ouest. Son absence serait d'une durée d'un mois environ. Comme le signale au Département ma lettre no 193 du 19 octobre 1943, il m'a en effet été donné d'apprécier l'intérêt que présente, dans un pays comme celui-ci, ce genre de déplacement. La tournée que M. RAOUL DUVAL (644) a effectuée en a été une nouvelle preuve. Le voyage envisagé pour M. D'HARCOURT pourrait, en outre, fournir l'occasion de rouvrir certains des comités d'Alliance Française que je crois prêts à reprendre leurs activités. (Mon télégramme 108). Si ce projet trouve l'agrément du Département, je lui serais reconnaissant bien vouloir faire majorer de $500 les frais de déplacement alloués à ce poste.
