Votre télégramme 74x du 12 août.

Je n'ai le 14 juillet dernier prononcé aucune parole contre le Gouvernement espagnol. Ainsi que je l'ai signalé à V.E. dans mon rapport no 32 du 18 juillet, notre fête nationale a eu cette année un succès sans précédent (voir mon télégramme 190xx et 202). Les Républicains espagnols ont tenu à me témoigner leur sympathie en assistant à notre (299) manifestation et le soir au cours de la fête de bienfaisance donnée au profit du Millard de la Libération, les choeurs basques ont chanté la Marseillaise, tout ceci dans une tenue parfaite.

(Dans mon) discours du soir j'ai déclaré que la victoire de la France marquerait le triomphe de la liberté pour les peuples opprimés et comme il est naturel, j'ai remercié les Basques de leur concours.

Depuis cette date j'ai rencontré (300) à plusieurs reprises le comte DE MORALES .U. . Il ne m'a fait aucune remarque ni témoigné aucun mécontentement au sujet de mon attitude à l'égard de son Gouvernement et comme toujours il s'est entretenu avec moi avec la correction que je me plais à lui manifester.

Par contre j'ai été informé que son secrétaire M. GORATAZA, jeune phalangiste prétentieux dont les sentiments (301) peu bienveillants à notre égard sont bien connus, avait jugé qu'au cours de la journée du 14 juillet les éléments espagnols républicains se sont trop manifestés et que l'on avait trop parlé de liberté.

Je n'ai pas oublié que nous entretenons des relations avec le Gouvernement du Général FRANCO; c'est ainsi qu'il y a deux mois j'ai décliné une invitation à un meeting organisé par les Républicains espagnols, ce qui à ce moment m'a attiré de leur part (302) des critiques, mais j'estimais en raison de mon caractère officiel (que) ma présence à ce meeting eût été déplacée. Il y avait pourtant des représentants étrangers, notamment ceux de la Belgique, du Brésil et du Mexique.

Par conséquent il faut voir, semble-t-il, dans cette protestation l'expression d'un sentiment de jalousie et de dépit non de la part de .U. mais de celle d'un jeune secrétaire qui a vu avec un

I. J'ai demandé que "VILLE D'AMIENS" qui est attendu ici
incessamment venant Madagascar nous soit alloué pour un autre voyage
aller et retour pour la même destination. Le navire rapporterait
notamment des marchandises destinées au corps expéditionnaire français.

II. Armée américaine est d'accord pour que ces marchandises
nous soient données (25239) mais leur transport semble soulever des
difficultés entre Britanniques et Américains sur le plan du shipping.
Je vous demande intervenir auprès autorités américaines compétentes,
c'est-à-dire probablement PEA pour qu'une solution intervienne rapide-
ment dans le sens demandé ci-dessus.

Le Comité économique, dans sa séance du 16 août sous la
présidence du Général DE GAULLE, a pris les décisions suivantes.

Je vous serais obligé vouloir bien (les) communiquer à
MM. VALENSI et MARJOLIN (procès-verbal de la séance vous est adressé
par courrier).

Il est créé, sous la présidence de M. MONNET au sein du
Comité économique, (25220) un organisme de travail et d'exécution
intitulé "Commission des Importations", qui sera chargé de suivre exécution
(du) plan de six mois, du plan de remise en marche de l'économie
française et d'établissement du bilan d'ensemble des ressources intérieures
et extérieures de la France et des besoins français.

En outre, en qualité de (25221) président de la "Commission
des Importations" le Commissaire en mission est chargé, en liaison avec
le Département, d'assurer exécution des décisions prises par le Comité
économique pour celles qui concernent les rapports avec les Alliés. A
cet effet, Commissaire en mission aura sous son autorité le Comité
français d'Approvisionnement (25222) à Washington ainsi que les missions
achat à Washington et Londres qu'il adaptera à leur nouvelle tâche, et
les missions approvisionnement auprès des autorités militaires alliées.

D'autre part M. MONNET, qui a établi, en accord avec les
Commissaires intéressés (25223) le projet définitif du plan de remise en
marche de l'économie française, se rend à Washington dans le courant de la
semaine prochaine afin, dans le cadre de ses conversations passées, de
faire appliquer à ce programme les crédits 3 C dans toute la mesure du
possible, (25224) ainsi qu'il avait été convenu entre lui et M. DEAN
ACHESON.

Un télégramme suivant vous précisera les instructions du
Gouvernement sur ensemble de la négociation Prêt-Bail.
