C'est ce que j'ai fait samedi (5601) au cours d'une entrevue excessivement cordiale dont je vous donnerai les détails verbaiment.

III A la suite de cette entrevue les administrateurs (5602) américains établissent un nouveau texte qui nous amène au point où nous en étions au début de juillet. Ce nouveau texte doit être remis au Président pour obtenir son approbation. Ce dernier, ainsi que vous le savez, est à Québec mais, malgré cela, j'ai reçu l'assurance que son approbation est demandée. S'il approuve le texte, nous aurions la possibilité d'avoir à crédit une partie très importante de notre programme de remise en marche. Une nouvelle approbation du Président sur le contenu du programme lui-même sera nécessaire. Ce programme lui serait soumis après son retour de (5603) Québec. Dès que je connaîtrai la réponse du Président sur le texte qui lui est soumis, je prendrai le premier avion pour Paris afin, entre autres, de vous mettre à même de réviser si nécessaire notre programme de remise en marche établi à Washington et Alger à la lumière de la situation française telle que nous la connaissons maintenant.

I. Ainsi que vous le savez, le mémorandum signé le 25 août à Washington prévoyait l'ouverture de négociations sur Lend-Lease, l'aide réciproque et les crédits S.C. La question des crédits à long terme pour le programme de remise en marche dont les livraisons se feront pour la plus grande partie après la fin des hostilités représente le point le plus important pour lequel nous ayons à obtenir satisfaction. Il s'agit en effet, ainsi que vous le savez, d'obtenir qu'un (5597) milliard de dollars de marchandises, dont l'importation est de toute manière nécessaire à la remise en marche de notre vie économique, nous soit livré à crédit après la fin des hostilités par le Gouvernement américain. Je vous rappelle que les crédits envisagés au cours des négociations poursuivies depuis juillet avec ACMESON devraient porter sur 25 ans avec un intérêt d'environ 2%.

II. Ainsi que je l'ai expliqué dans mon télégramme du 7 septembre à PLEVEN et dans mon télégramme 26, paragraphe 3, (5598) j'ai activement recherché avec les administrations américaines et avec les conseillers du Président le moyen obtenir ces crédits pour programme que j'ai rapporté d'Alger, en reprenant les négociations sur les bases du mémorandum du 25 août. Ce mémorandum avait bien réservé notre position vis-à-vis termes de la note remise par McCLOY le 20 juillet au cours des négociations avec HOPPENOT et ALPHARD, mais les Américains n'avaient à aucun moment (5599) écarté cette note qui avait été approuvée par le Président et représentait encore la directive liant administrations américaines dans leurs négociations avec nous. Après nombreuses discussions entre administrations américaines, les conseillers du Président et nous, nous avons tous dû nous convaincre que cette note non seulement ne pouvait pas servir de base utile de négociations mais encore qu'elle était rédigée dans des termes si limitatifs qu'elle excluait complètement toute possibilité pratique d'obtenir des crédits à long terme. D'après un message du 3 septembre la situation à Bucarest
restait à cette date assez confuse, en raison notamment du retard
apporté à la signature de l'armistice, .U. (j')ignore les causes
de ce retard. Les autorités roumaines continuèrent néanmoins
d'exercer leurs fonctions et les activités des entreprises n'étaient
pas suspendues. La discipline des troupes russes laissait (27057)
beaucoup à désirer. Les pillages étaient nombreux et les
propriétés françaises ne seraient pas complètement épargnées.

Pour Moscou seule.

M. BARRET a pris contact avec le Commandement russe et
l'a prié de prendre toutes mesures pour éviter que nos ressortissants
ne soient à l'avenir victimes de ces abus.

La nouvelle que dans la nuit du 5 au 6 (le Gouvernement) bulgare avait dans la première séance reçu la déclaration russe et aussi déclaré guerre à l'Allemagne en demandant la Russie, a donné ici impression d'un imbroglio dont l'origine comme le développement inspirent la défiance. Les Turcs constatent une fois de plus qu'à la dernière minute la politique russe peut toujours avoir des revirements imprévus.

Or ils remarquent que la Russie était dernièrement aussi violente contre la Turquie que contre la Bulgarie. Etant donné (27463) que l'apparition des troupes russes sur frontières turques et les rives U. leur paraît depuis événements d'hier inévitable, leur inquiétude devient sérieuse.

A la réunion du parti aujourd'hui Président du Conseil avait déclaré que depuis un mois les relations avec tous les alliés turcs deviennent de plus en plus étroites et cordiales. Les (membres) n'étaient pour la plupart pas (contents) de cette affirmation en ce qui concerne les relations avec la Russie. Le fait que MOLOTOV ait répondu à une question du Ministre bulgare que l'Angleterre et les Etats-Unis furent informés à l'avance de la décision russe et y ont donné leur agrément, rassure un peu, mais (27464) on aimerait que cette déclaration fût confirmée par Londres et Washington et surtout qu'elle s'accompagnât de précisions concernant étendre des zones réservées à l'activité russe. Or je ne crois pas que l'Ambassadeur américain ni l'Ambassadeur britannique soient en mesure d'apaiser les préoccupations des Turcs.

On m'a assuré que le Président de la République a appelé hier en consultation HUSTU ARRAS malgré le peu de sympathie qu'il a pour lui.

On sait que l'ancien Ministre des Affaires étrangères est catalogué ici comme ami éprouvé de la Russie (ma lettre 327 du 14 août).
