"Parmi les questions concernant la marine marchande dont je me propose de vous entretenir prochainement à Washington, je me permets de vous signaler dâe maintenant celle de l'utilisation (145) de nos équipages français. H. ANDREW-FARIS, secrétaire général à la marine marchande, a déjà eu l'occasion d'en entretenir H. MONTINGTON MURGE comme suite aux conversations qu'il avait eues avec vous à Washington, au cours desquelles vous aviez bien voulu lui donner votre accord de principe sur la possibilité de mettre à notre disposition un certain nombre (146) de navires. La libération de la France rend disponibles pour l'emparquement au minimum 15.000 marins et officiers qui se trouvent sans emploi du fait des pertes de navires que la France a subies. Je vous serais reconnaissant de me faire savoir dans quelles conditions pourrait être mis à notre disposition un nombre de navires en rapport avec nos disponibilités en personnel".
